THE FEDERAL COUNCIL
Overview
The Federal Council is the council of the Federal Conferation of the ExoHumans on VOI 700 D. The Council is located in the Federal Council Building at the Central Core in New Kourou and is the legislative institution of exohuman democracy.
Council election
The Federal Council consists of fourteen ordinary Councilors and one Supreme Councilor, who acts as both the Council's presiding officer and the executive head of the Confederation.
Election Process
Every two years, eligible citizens of the Federal Confederation participate in electing the Council. Four constituencies elect representatives as follows:
- New Kourou: 5 seats
- Firetown: 4 seats
- Hope: 3 seats
- Morningstar: 3 seats
Eligibility Criteria:
- Candidates: Must be citizens aged 18 or older, free of criminal convictions, and nominated by a recognized political party.
- Voters: All citizens aged 18 and above, with valid Allotment Cards, are eligible to vote.
- Elections are conducted under the supervision of GAIA, ensuring transparency, fairness, and compliance with democratic principles.
The Role of GAIA
The AI GAIA – operated by the Federal GAIA Agency – plays a crucial role in the election process:
- Voter Registration: Ensures all eligible citizens are registered and notified.
- Fair Vote Counting: Monitors and validates vote tallying to prevent manipulation.
- Candidate Validation: Assesses candidates’ eligibility based on legal and constitutional requirements.
Determining the seats per party using the Hill/Huntington method
The distribution of seats among political parties uses the Hill/Huntington Method, a mathematical procedure developed on Earth in the 20th century to ensure proportional representation. This system calculates seat allocation based on vote totals and adjusts a divisor to match the number of available seats.

- Total votes: 1,400
- Communards: 1,000 votes
- Individualists: 400 votes
- Available seats: 5
- Initial divisor: 280
- Communards: 3.57 seats (rounded up to 4)
- Individualists: 1.42 seats (rounded down to 1)
Thus, New Kourou sends 4 Communards and 1 Individualist to the Council.
The Distribution of Seats in the Council to Date
* 2632; In the first elections after the Peace Treaty came into force, the Communards and their top candidate Aisha Patel won 11 seats and the Individualists with their top candidate Thabo "Tony Forster won 4 seats.
* 2634: In the election following their first term in office, the Communards ran again with Aisha Patel as the top candidate. She won 10 seats and the Individualists with their top candidate Thabo “Tony” Forster 5 seats.
Analysis of Trends: The Communards maintain a majority due to their alignment with the ideals of Communardism, while the Individualists’ increasing seats reflect growing public interest in alternative governance models.
