Situated at the heart of New Kourou’s Central Core, the Federal Council Building stands as the symbolic and administrative center of the Federal Confederation. Although still under construction as of 2636, this future headquarters is envisioned as the permanent seat of the Federal Council, the Supreme Councilor, and various governmental bodies, including the Federal Compulsory Attorney Law Office (FCALO). Most crucially, its basement levels host “The Kernel” — the Tier-A hub of the GAIA network — operated by the Federal GAIA Agency (FGA) and serving as the master template for every other Local GAIA Hub on VOI 700 D.

In line with the 2634 mandate by the Mayor's Council, the building is crafted entirely from mycelium blocks. Rediscovered by ExoHumans in response to the constraints of the peace treaty with the Native Tribes, mycelium has emerged as a sustainable building material. The blocks, made from local fungi, symbolize humanity’s commitment to environmental stewardship on VOI 700 D and reflect the Natives' stipulations for new construction:

• Reuse over new builds: No new buildings are allowed unless existing structures cannot fulfill the intended purpose.
• Preservation of land boundaries: New structures must remain within designated reservation limits.
• Restoration of displaced habitats: Any habitat disturbed by construction must be compensated with an equivalent green space elsewhere.

The Federal Council Building, commissioned under the government of Aisha Patel, was the first structure to fully adhere to these guidelines. Its distinctive white mycelium blocks stand in stark contrast to New Kourou’s patchwork of improvised buildings—many of which are cobbled together from salvaged spaceship parts, embodying the impermanent status of Exohumans on the planet VOI 700 D.

• Supreme Councilor’s Office and Governmental Offices:These offices will occupy the central floors, where the Supreme Councilor and senior officials work on policy implementation and diplomatic affairs.

• Federal Compulsory Attorney Law Office (FCALO): The FCALO oversees the operations of Compulsory Attorneys, ensuring efficient and equitable legal representation throughout the Federal Confederation.

• GAIA Agency Headquarters (L-2) — administrative nerve-centre for the FGA.

• The Kernel (L-4/5) — master GAIA node; audible channel linked solely to the Supreme Councilor’s private study.

• Permanent Supervisor’s Office: Located on the second floor, the Permanent Supervisor’s Office serves as the primary hub for overseeing treaty compliance. This office handles reviews of ExoHuman behavior, supervises the activities of Deputy Supervisors, and manages communications between the Federal Confederation and the Native tribes.

Given its role as the administrative heart of the Federal Confederation, the Federal Council Building is equipped with multiple security layers to protect against threats:

• Entry Security: The building’s main entrance is guarded by two deputies from the Federal Sheriff at all times, monitoring all incoming and outgoing personnel.
• Floor Surveillance: Each floor has two stationed deputies who oversee activities and maintain order, providing constant vigilance throughout the building.
• GAIA System Security (Basement): Two additional deputies are permanently stationed at the GAIA system’s access point in the basement to secure this critical infrastructure.
• Analog Alert System: The building is equipped with an Analog Siren System to immediately notify the Federal Sheriff’s Headquarters in the event of a safety threat.

The Federal Council Building embodies the ExoHumans’ dedication to unity, environmental respect, and adaptability in their new world. By constructing the building from sustainable mycelium blocks and situating it within Unity Park, the Federal Confederation aims to foster a sense of collective responsibility and harmony with VOI 700 D’s ecosystem. However, the building’s ongoing construction and the surrounding makeshift structures highlight the transient nature of humanity’s presence on this alien world, reinforcing the reality that they remain outsiders.

The Federal Council Building offers various storytelling possibilities, given its significance and unfinished state:

• Encounters with Government Officials: The building’s offices are ideal for meetings or negotiations with high-ranking officials, including the Supreme Councilor. This setting allows players to navigate political complexities and learn about faction dynamics.

• GAIA-Related Missions: With GAIA housed in the basement, players could be involved in security assignments, data retrieval missions, or even attempts by factions to access sensitive information.

• Symbolic Contrasts in Architecture: The striking contrast between the pristine mycelium structure and surrounding patched-together buildings can be emphasized to create a sense of awe, reminding players of humanity’s temporary status and their reliance on borrowed technology.

• Unity Park as a Social and Diplomatic Hub: Unity Park surrounding the Federal Council Building serves as a potential setting for public gatherings, protests, or diplomatic events.
