Although still under construction as of 2636, this future headquarters is envisioned as the permanent seat of the Federal Council, the Supreme Councilor, and various governmental bodies, including the Federal Compulsory Attorney Law Office (FCALO). Most crucially, its basement levels host “The Kernel” — the Tier-A hub of the GAIA network — operated by the Federal GAIA Agency (FGA) and serving as the master template for every other Local GAIA Hub on VOI 700 D.

In line with the 2634 mandate by the Mayor's Council, the building is crafted entirely from mycelium blocks. The blocks, made from local fungi, symbolize humanity’s commitment to environmental stewardship on VOI 700 D and reflect the Natives' stipulations for new construction:

The Federal Council Building, commissioned under the government of Aisha Patel, was the first structure to fully adhere to these guidelines. Its distinctive white mycelium blocks stand in stark contrast to New Kourou’s patchwork of improvised buildings—many of which are cobbled together from salvaged spaceship parts, embodying the impermanent status of Exohumans on the planet VOI 700 D.
