THE HUMAN DEMOCRACY IN THE GAMMA AGE
Since the year 2632, the Humans on VOI 700 D have used democracy as the only legitimate form of government in the Federal Confederation. The installation of the basic democratic order took place via a referendum on August 4 2631.
The Federal Council and the Federal Sheriff are available for election. Both democratic institutions are elected every two years in December by the citizens of the Federal Confederation.
Eligibility and candidacy
Eligible voters are Federal Confederate citizens who are over 18 years of age and have a permanent residence in one of the Federal Confederate municipalities. Convicted felons or fugitives from justice, as well as people without a permanent residence as defined by the Civil Code, are not eligible to vote.
For the biennial elections for the Federal Council as well as for the Federal Sheriff, in principle any citizen entitled to vote may register as a candidate or found a party which registers them as a candidate,
In practice, however, in the first years of democracy, the nomination of candidates was organized mainly by the only two officially registered parties (→ The Communards, → Individualists) to date. Independent candidates who were not members of either party have not yet been elected to the council.
Constituencies
The election is divided into a total of four constituencies:
- The constituency of New Kourou
- The constituency of Firetown
- The constituency of Morningstar
- The constituency of Hope
In each constituency, different candidates compete against each other. The size of the constituency determines how many candidates from a constituency get a seat on the Federal Council.
- New Kourou has 5 seats
- Firetown has 4 seats
- Hope and Morningstar both have 3 seats each
This means that in New Kourou, the five candidates who received the most votes will enter the council. So do the four candidates who received the most votes in Firetown and the three most successful candidates from Hope and Morningstar.
Election of the Supreme Councilor
The Supreme Councilor, as the chief representative of the government, is elected during the first constituent meeting of the Council after the election by the Supreme Council. A simple majority is sufficient for the election, which is reached at eight votes in the 15-member council.
Which faction will choose which candidate as Supreme Councilor is usually announced by the parties before the election. Thus, the Supreme Councilor is usually at the center of the parties' election campaign.
