THE FEDERAL CONFEDERATION

The Federal Confederation represents the organized political structure of ExoHumans on VOI 700 D. Following their surrender after the Great War, ExoHumans lost the right to a territorial state and were designated as “guests” under the Peace Treaty of 2631. This status grants them limited rights within the reservations of New Kourou, Firetown, Hope, and Morningstar, with strict oversight by the Native Tribes.

As the successor to the Free State of Settlers of the Beta Age, the Federal Confederation was founded on July 4, 2631, to provide a unified governance framework for the ExoHuman reservations. Its democratic structure ensures internal unity while serving as a single point of contact for interspecies diplomacy. The confederation is headquartered in New Kourou, the first and largest ExoHuman settlement, and operates under a constitution that emphasizes respect for the planet's ecosystem and collaboration with the Native Tribes.

At the heart of the Federal Confederation’s democratic framework lies the Federal Council, a legislative body located in New Kourou. The council is composed of 15 elected members, known as the “Chosen Fifteen”, and serves as the central authority for policymaking.

Elections and Leadership:

• The Federal Council is elected every two years. After each election, the council members select a Supreme Councilor to lead. This position is often filled by a member of the majority party, ensuring alignment with the council’s agenda.

• All permanent residents aged 18 and older in the reservations of New Kourou, Firetown, Hope, and Morningstar are eligible to vote.

Two officially approved political parties represent the ideological spectrum of the Federal Confederation:

• The Communards: Advocating for solidarity and sustainability, the Communards prioritize harmonious coexistence with the Native Tribes and the environment. Their ultimate goal is to secure equal tribal status for humans, fulfilling Main Point 7 of the Peace Treaty.

• The Individualists: Valuing personal freedom above communal constraints, the Individualists aim to minimize regulations and prioritize human interests. While they respect the treaty, they believe human needs should take precedence over Native customs and ecological restrictions.

A unique feature of the Federal Confederation is its reliance on the GAIA System, an advanced artificial intelligence, for operational governance. While the Federal Council establishes policy parameters, GAIA manages execution, including economic planning, education, and healthcare. This division ensures efficiency and adherence to treaty provisions while reducing human administrative burden.

Each reservation elects a Mayor every four years to manage local administration, implement Federal Confederation policies, and represent their settlement in the Mayor’s Council. The council convenes quarterly to coordinate regional interests and propose unified initiatives to the Federal Council.

The Common Constitution serves as the foundational legal document of the Federal Confederation, emphasizing unity, justice, and coexistence. It comprises a preamble and eight binding paragraphs, with supplementary Civil and Criminal Codes regulating daily life and legal processes.

The Federal Confederation has established:

• The Federal Court: Located in New Kourou, it oversees criminal trials and legal disputes.
• The Federal Sheriff and Deputies: Responsible for law enforcement across the reservations.
• The Federal Attorney: Represents the Confederation in legal proceedings.

Under the Communard administration, the Federal Confederation established the following agencies:

• The Federal Allottment Agency
• The Federal Housing Agency
• The Federal News Agency
• The Federal Health Agency

These agencies ensure the equitable distribution of resources, housing, and news while maintaining public health. However, the Individualist Party opposes these institutions, proposing free-market reforms in their electoral platforms.

Under the administration of the Communards, the Federal Confederation adopted Communardism as its economic system, reflecting their focus on sustainability, equality, and collective well-being. Key principles include:

• Centralized Resource Distribution: Essential goods such as food, housing, and clothing are allocated through Allotment Cards, managed by the Federal Allotment Agency. This ensures equitable access to resources for all citizens, regardless of income or status.

• Housing as a Basic Right: The Federal Housing Agency oversees the provision of adequate housing, maintaining equality and fairness in living standards across all reservations.

• Sustainable Production and Consumption: The Communards emphasize minimal environmental impact, aligning production and consumption with the principles outlined in the Peace Treaty and the guidance of the GAIA System.

• Collective Governance: The economic system encourages collaboration and discourages excessive individual accumulation of wealth, aiming to build a society focused on mutual respect and shared responsibility.

While Communardism has defined the Federal Confederation's economic landscape since its inception, it faces ongoing criticism and opposition from the Individualists, who advocate for a capitalist, free-market alternative.

The Permanent Supervisor holds the highest authority concerning treaty compliance. Appointed by the Honga Tribe as stipulated in the Peace Treaty, this position ensures that ExoHumans adhere to the treaty’s ecological and cultural mandates. The Supervisor operates above Federal Confederation structures, focusing on maintaining harmony between ExoHumans and Native Tribes.

The Permanent Supervisor is supported by 20 Deputy Supervisors stationed across the four reservations:

• New Kourou: 7 Deputies
• Firetown: 5 Deputies
• Hope: 5 Deputies
• Morningstar: 3 Deputies

Deputies oversee daily inspections, monitor educational initiatives, and ensure treaty compliance. They are selected from various Native tribes, with a focus on maintaining balanced representation. Deputies are trained in Honga philosophy and legal principles to fulfill their roles effectively.

Adopted in 2632 under Supreme Councilor Aisha Patel, "A Home, A Hope" symbolizes unity and resilience. Originally composed aboard the spaceship Last Frontier, its lyrics have evolved to reflect the settlers’ journey and aspirations.

The Federal Confederation provides a versatile backdrop for campaigns:

• Political Intrigue: Players can navigate the tense dynamics between the Communards and Individualists, influencing policy or exposing corruption.
• Supervision Missions: Engage players in scenarios involving Native inspections, treaty disputes, or collaboration with Deputy Supervisors.
• GAIA’s Role: Missions involving GAIA could include securing sensitive data or addressing system malfunctions.
• Cultural Diplomacy: Interactions with the Permanent Supervisor or Deputies offer opportunities for moral dilemmas and cross-cultural understanding.
• Local Conflicts: Use the Mayor’s Council or regional agencies as settings for disputes requiring player intervention.
