FEDERAL HOUSING AGENCY
Overview
- Founding Date: 2632 (under the reforms of Supreme Councilor Aisha Patel)
- Headquarters: Federal Housing Agency Building, SW Civic Ring Road 1, New Kourou
- Jurisdiction: All settlements of the Federal Confederation (New Kourou, Firetown, Hope, and Morningstar)
- Oversight: Operates under the Federal Settlement Plan (FSP) and in compliance with the Peace Treaty
The Federal Housing Agency (FHA) is the institution responsible for managing all aspects of ExoHuman housing under the system of Communardism. With private property abolished after the Great War, the FHA allocates housing based on GAIA’s calculations, ensures maintenance of the federal housing stock, and oversees construction projects for new sustainable units.
Each year, GAIA issues housing assignments in line with the Annual Plan. These are delivered as paper slips by the Federal Courier Service’s Postal Division. Citizens cannot negotiate assignments but may file contradictions under strict conditions (e.g., medical or family exceptions).
History
Founding (2632)
The FHA was established in 2632, as part of Aisha Patel’s Communard reforms. It centralized all housing functions under federal control, replacing the free-market housing model of the Beta Age.
The Federal Settlement Plan
Under the Federal Settlement Plan, GAIA calculates resource-efficient housing allocations to ensure the Confederation’s compliance with Peace Treaty energy restrictions. Minimum standards were defined: 30 m² per adult, 20 m² per child, and 100 m² for a family of four.
Gamma Age Role
Throughout the Gamma Age, the FHA remains the central authority for housing assignments, real estate management, and construction planning. It also manages contradictions and appeals, though these rarely succeed against GAIA’s Annual Plan.
Core Responsibilities
- Housing Allocation: Issuing assignments via GAIA, preparing paper slips, and monitoring waiting lists.
- Real Estate Management: Inspecting and maintaining communal housing stock across all four reservations.
- Design & Construction: Planning and supervising new housing projects, focusing on sustainable Mycel-Block and timber-based designs.
- Contradictions & Appeals: Handling petitions for reassignment (medical, family, or administrative exceptions), forwarding them to GAIA for review.
- Inter-Agency Coordination: Aligning housing distribution with labor assignments, health requirements, and allotment quotas.
Housing Assignment Rules
| Category | Minimum Allocation | Notes |
| Adult | 30 m² | |
| Child | 20 m² | |
| Family of Four | 100 m² | Aligned with the two-child policy |
| Additional Requests | By petition only | Must cite medical or family hardship |
Legacy and Impact
- Centralization of Housing: The FHA embodies the abolition of private property, ensuring that all housing is managed collectively.
- Dependence on GAIA: All assignments and construction priorities are calculated by GAIA, reinforcing algorithmic oversight in daily life.
- Uniform Living Standards: Minimalist, standardized apartments symbolize the Communard vision of equality and sustainability.
- Citizen Discontent: While efficient, the system leaves little room for personal choice, making housing policy one of the most criticized aspects of Gamma Age life.
Tactical Advice for Dungeon Masters
The Federal Housing Agency Building is a tense environment where housing scarcity, bureaucracy, and citizen frustration collide. PCs are often sent here by the Federal Sheriff to investigate irregularities in allocation or to intervene when contradictions threaten stability:
- The Stolen Assignments: A courier sack containing hundreds of paper housing slips vanishes en route to Hope. The Sheriff orders the PCs to track it down before the stolen assignments are sold on Firetown’s black market.
- The Contradiction Conspiracy: A network of appeals clerks is falsifying paper petitions, redirecting apartments to favored citizens. PCs must investigate whether this is simple corruption — or part of a covert Individualist plot to undermine GAIA’s Annual Plan.
