THE FEDERAL CONFEDERATION
Overview
The Federal Confederation represents the organized political structure of ExoHumans on VOI 700 D. Following their surrender after the Great War, ExoHumans lost the right to a territorial state and were designated as “guests” under the Peace Treaty of 2631. This status grants them limited rights within the reservations of New Kourou, Firetown, Hope, and Morningstar, with strict oversight by the Native Tribes.
Despite these restrictions, ExoHumans have been allowed to form a political federation to govern their reservations, ensuring internal unity and providing a single point of contact for interspecies diplomacy. Founded on July 4, 2631, the Federal Confederation operates as a democracy, headquartered in New Kourou, the first and largest ExoHuman settlement.
The Democracy in the Federal Confederation
At the heart of the Federal Confederation’s democratic framework lies the Federal Council, a legislative body located in New Kourou. The council is composed of 15 elected members, known as the “Chosen Fifteen”, and serves as the central authority for policymaking.
Elections and Leadership:
- The Federal Council is elected every two years. After each election, the council members select a Supreme Councilor to lead. This position is often filled by a member of the majority party, ensuring alignment with the council’s agenda.
- All permanent residents aged 18 and older in the reservations of New Kourou, Firetown, Hope, and Morningstar are eligible to vote.
Political Parties
Two officially approved political parties represent the ideological spectrum of the Federal Confederation:
- The Communards: Advocating for solidarity and sustainability, the Communards prioritize harmonious coexistence with the Native Tribes and the environment. Their ultimate goal is to secure equal tribal status for humans, fulfilling Main Point 7 of the Peace Treaty.
- The Individualists: Valuing personal freedom above communal constraints, the Individualists aim to minimize regulations and prioritize human interests. While they respect the treaty, they believe human needs should take precedence over Native customs and ecological restrictions.
GAIA: The Artificial Intelligence Advisor
A unique feature of the Federal Confederation is its reliance on the GAIA System, an advanced artificial intelligence, for operational governance. While the Federal Council establishes policy parameters, GAIA manages execution, including economic planning, education, and healthcare. This division ensures efficiency and adherence to treaty provisions while reducing human administrative burden.
The Mayors and the Mayor’s Council
Each reservation elects a Mayor every four years to manage local administration, implement Federal Confederation policies, and represent their settlement in the Mayor’s Council. The council convenes quarterly to coordinate regional interests and propose unified initiatives to the Federal Council.
The Common Constitution
The Common Constitution serves as the foundational legal document of the Federal Confederation, emphasizing unity, justice, and coexistence. It comprises a preamble and eight binding paragraphs, with supplementary Civil and Criminal Codes regulating daily life and legal processes.
The Judicial and Executive authorities of the Federal Confederation
The Federal Confederation has established a Federal Court in New Kourou as the primary venue for criminal trials and proceedings.The Federal Sheriff is responsible for the enforcement of criminal laws, while the Federal Attorney acts as the legal representative of the Confederation in prosecuting offenders.
Other federal authorities
Since the Federal Council had been in the hands of the Communard party since its first constituent session in 2632, under the administration of Supreme Councilor Aisha Patel, they added three more agencies to the judicial and executive authorities of the Federal Confederation:
The Federal Allotment Agency as well as the Federal Housing Agency play an important role in the economic system of Communardism established by the Communards, as they control the central distribution of food, commodities and housing. The Federal News Agency, on the other hand, is tasked with guaranteeing an independent, public service news system within the Federal Confederacy.
The Individualist Party has already announced several times in its election platforms that it would not continue to operate any of the three agencies if they achieved a majority of seats in the Federal Council. The reason is that after taking power, the individualists would set up the economic system and the housing market just like the market for media according to capitalist, free-market principles.
The official anthem of the Federal Confederation
The first administration of Supreme Councilor Aisha Patel named the song A Home, a hope the official anthem of the Federal Confederacy in 2632. The song was already popular among the pioneers on the spaceship Last Frontier, and it has been rewritten many times over the generations. The original author is unknown.
