THE FEDERAL CONFEDERATION
Overview
The Federal Confederation represents the organized political structure of ExoHumans on VOI 700 D. Following their surrender after the Great War, ExoHumans lost the right to a territorial state and were designated as “guests” under the Peace Treaty of 2631. This status grants them limited rights within the reservations of New Kourou, Firetown, Hope, and Morningstar, with strict oversight by the Native Tribes.
Despite these restrictions, ExoHumans have been allowed to form a political federation to govern their reservations, ensuring internal unity and providing a single point of contact for interspecies diplomacy. Founded on July 4, 2631, the Federal Confederation operates as a democracy, headquartered in New Kourou, the first and largest ExoHuman settlement.
The Democracy in the Federal Confederation
At the heart of the Federal Confederation’s democratic framework lies the Federal Council, a legislative body located in New Kourou. The council is composed of 15 elected members, known as the “Chosen Fifteen”, and serves as the central authority for policymaking.
Elections and Leadership:
- The Federal Council is elected every two years. After each election, the council members select a Supreme Councilor to lead. This position is often filled by a member of the majority party, ensuring alignment with the council’s agenda.
- All permanent residents aged 18 and older in the reservations of New Kourou, Firetown, Hope, and Morningstar are eligible to vote.
The human political parties
In the Gamma Age human democracy, there are two officially approved political parties: The Communards and the Individualists.
The Communards believe that solidarity and public spirit are the only way for a society to survive successfully. Their greatest political goal is to see Main Point 7 from the Peace Treaty become a reality: Namely, that people be given an unlimited right to reside on the planet from the Natives and live as an equal tribe among the other tribes.To achieve this goal, they want to create a social society where the strong help the weak and where the settlers live in respectful coexistence with the Native tribes. They also do not want to repeat the mistakes that mankind has made on Earth in dealing with nature. Instead, they want to respect the nature of their new home planet so that subsequent generations will not have to flee again.
Individualists, on the other hand, feel that too much community is restrictive. The time on the spaceship was the best example of this for them. Because there was little room for the individual on the spaceship, one could not develop freely, but had to consider everything and everyone. On VOI-700 D they now want to take the space and freedom to finally live their own lives. It does not bother them that there are a few laws to which all settlers have to abide by. But the laws should not dictate too much to them and should not restrict them too much in their individual freedom. This also applies to the indigenous people. The Individualists have nothing against the Natives. But for them, the interests of the Humans take precedence over respect for the culture of the Natives.
The role of the artificial intelligence GAIA as an advisor of the government
A special feature of human democracy on VOI 700 D in the Gamma Age is that the human government only sets the course or parameters for its political decisions. The operational execution of laws or initiatives of the government is the responsibility of an artificial intelligence - the so-called GAIA System. Thus, it can be said that the entire economic system in its practical execution is designed by GAIA. just like the school and health care systems.
The Mayors and their Mayor`s Council: Elected representatives of the reservations
In each of the four reservations there is a mayor elected by the citizens of the respective reservation every four years. His or her three most important tasks are to manage the local administration, to implement the Federal Confederation's guidelines locally, and to represent the interests of the reservation vis-à-vis the Federal Council.
The mayors of the reservations meet once a quarter in the so-called Mayor's Council to pool their interests and submit joint proposals to the Federal Council.
The Common Constitution of the Federal Confederation
The Federal Council has adopted a Common Constitution, which is equally binding on all members.It consists of a preamble and eight paragraphs:
Preamble
- We, the descendants of pioneers who once traveled into space to find a new home for humanity, give ourselves a common constitution as thankfull guests on Planet VOI 700 D to create unity among the reservations, to ensure justice, and to foster peaceful coexistence of all tribes, collaboration, and mutual understanding while refraining from encroaching upon the territories and rights of the Native Tribes.
The paragraphs
- 1. The dignity and life of all living beings is inviolable
- 2. Everyone has the right to express their opinions freely and to disseminate them without undue censorship, respecting the peace treaty and the harmony among human settlements.
- 3. All citizens of the Federal Confederation are equal before the law.
- 4. Everyone has the right to a free opinion and the right to spread it freely.
- 5. Everyone has the right to adequate housing and nutrition provided within the available resources of the Federal Confederation.
- 6. Everyone shall uphold their responsibility to protect the planet's natural environment. We shall strive for sustainable practices, conservation of resources, and harmonious cohabitation with the diverse ecosystems of our planet.
- 7. Our Federal Confederation is a democratic federation.
- 8. These laws can only be changed by a direct vote of all adult citizens of the Federal Confederation, ensuring active participation and democratic decision-making.
Civil Code and Criminal Code
In order to regulate everyday interaction, there is also a Criminal Code and a Civil Code as a supplement to and deepening of the constitution.
The Criminal Code covers a range of offenses, including violence, fraud, theft, drug trafficking, and acts against the Native Tribes.Punishments for offenses vary depending on their severity, ranging from the revocation of Allotment Cards for minor offenses to imprisonment and penal work for serious offenses. Murderers must spend the rest of their lives as convict laborers on the Dark Side. They receive life sentences. Parole is only possible under very few conditions.
Outside the boundaries of the reservations of the Federal Confederation, the laws automatically lose their validity. However, if a citizen of the Federal Confederation is proven to have violated any of the laws outside the reservation, he may be tried for it in New Kourou.
The Judicial and Executive authorities of the Federal Confederation
The Federal Confederation has established a Federal Court in New Kourou as the primary venue for criminal trials and proceedings.The Federal Sheriff is responsible for the enforcement of criminal laws, while the Federal Attorney acts as the legal representative of the Confederation in prosecuting offenders.
Other federal authorities
Since the Federal Council had been in the hands of the Communard party since its first constituent session in 2632, under the administration of Supreme Councilor Aisha Patel, they added three more agencies to the judicial and executive authorities of the Federal Confederation:
The Federal Allotment Agency as well as the Federal Housing Agency play an important role in the economic system of Communardism established by the Communards, as they control the central distribution of food, commodities and housing. The Federal News Agency, on the other hand, is tasked with guaranteeing an independent, public service news system within the Federal Confederacy.
The Individualist Party has already announced several times in its election platforms that it would not continue to operate any of the three agencies if they achieved a majority of seats in the Federal Council. The reason is that after taking power, the individualists would set up the economic system and the housing market just like the market for media according to capitalist, free-market principles.
The official anthem of the Federal Confederation
The first administration of Supreme Councilor Aisha Patel named the song A Home, a hope the official anthem of the Federal Confederacy in 2632. The song was already popular among the pioneers on the spaceship Last Frontier, and it has been rewritten many times over the generations. The original author is unknown.
