LOCAL COMMUNITY CENTERS
Overview
Every Beta Age ExoHuman settlement featured a Local Community Center — the administrative heart and public gathering place for its residents. Established alongside the first Contact Person offices in late 2625, Community Centers housed civic records, hosted assemblies, and served as hubs for local governance, dispute resolution, and communal services. Crucially, each also contained the settlement’s Local GAIA Hub, an embedded “mini-GAIA” node providing on-site data governance, planning, and emergency modeling.

Functions & Services
- Governance & Administration: Offices for the Contact Person and clerk; civil records, land titles, building permits.
- Community Assemblies: Main hall for town meetings, emergency briefings, and quarterly Settler’s Council sessions.
- Referendum Balloting: Secure ballot boxes; Guarding Troopers supervise two-week local referenda.
- Dispute Resolution: Arbitration chamber; Guarding Troopers take criminal referrals.
- Local GAIA Hub: Fortified vault housing the settlement’s GAIA node (see “Local GAIA Hub Integration” below).
- Public Services Outpost: Bulletin boards, courier pick-up/drop-off desk, occasional federal agent kiosk.

Core GAIA Functions at the Community Level:
- Governance Engine: Land-lot lotteries, ration schedules, budget forecasts.
- Crisis Simulation: Models fires, floods, riots; broadcasts evacuation paths.
- Permit & ID Services: Issues stamped chits for water, travel, markets.
- Data Court Balcony: Live dashboards for councilors.
- Comms Relay: Pushes firmware patches & telemetry to the Weber Network.
'Note' ⚠️ Each hub runs on a primary Quantum Fusion Battery (plus a geothermal feed in Firetown); ~18 months autonomy if battery fails.
Impact & Legacy
- Renaming & Reorganization (2632): With the establishment of the Federal Confederation, Community Centers were formally rebranded as Mayor’s Offices. Their Contact Persons evolved into professional mayors, and the embedded Local GAIA Hubs passed under the newly created Federal GAIA Agency.
- Cultural Memory: Annual “Founders’ Referendum” ceremonies, held in each Mayor’s Office on October 3, commemorate the original Community Centers and the settlers’ first democratic assemblies.
