LOCAL COMMUNITY CENTER – MORNINGSTAR

Overview

From mid-2626 through 2631, Morningstar’s Local Community Center anchored the civic life of the exohuman settlement — housing the elected Contact Person’s office, civil-registry archives, and the two-week referendum hall. A fortified sub-basement vault contains the Morningstar Local GAIA Hub, a Tier-B node delivering local planning, crisis modeling, and permit services with the help of the AI GAIA.

After the Peace Treaty and the founding of the Federal Confederation in 2632, it became the Mayor’s Office of Morningstar.

Architectural Significance

  • Construction Material: Laminated hardwood beams with recycled shuttle-canopy glass from the Last Frontier in high windows
  • Floors: Ground-floor foyer & assembly hall; second-floor offices & archives; sub-basement GAIA vault
  • Façade: Straight-lined timber cladding with reinforced plinths, echoing the grid-plan streets
  • Roof Fixtures: Short-wave signal antenna - connected to the Shortwave Radio Network – for GAIA uplinks and community broadcasts

Look and Feel

Perpetual dusk filters through high shuttle-glass windows into a hushed foyer scented of cedar and old parchment. A gentle hiss of steam-coil cooling hums beneath timber walls. In the assembly hall, muted shafts of twilight light caress polished benches while two energy-saving holo-kiosks glow softly beside the dais, tended by a small queue of citizens. Outside, Guarding Bots patrol the plaza in even circuits, their servo-whirs the only sound in Morningstar’s twilight calm.

Player Interaction Possibilities

Legal Interactions

  • Present a “prioritized proposal” to the Contact Person
  • Lobby at holo-kiosk for GAIA permit or budget queries
  • Request civil records or land-title inspections
  • File building-permit or market-stall applications
  • Register or update voter enrollment at the clerk’s alcove
  • Participate in public assemblies (Tuesdays & Thursdays)
  • Vote in the annual Contact Person election
  • Cast ballots during the quarterly referendum period

Illegal Interactions

  • Hijack the Contact Person to force policy changes
  • Ambush off-hours and steal the on-site Quantum Fusion Battery or GAIA servers
  • Tamper with holo-kiosk software to skew vote results
  • Forge Clerk’s records to falsify titles or permits

Tactical Advice for Dungeon Masters

Timber & Treachery – A local timber merchant accuses the Contact Person of stealing his allotment permit. When he confronts the clerk at the Community Center, violence erupts — the merchant takes hostages among the ballot monitors, demanding GAIA override privileges. The PCs must defuse the standoff, rescue the hostages, and uncover whether the merchant’s claim masks a deeper plot against Morningstar’s resource allocations.
