FEDERAL NEWS LOUNGES (FNLs)

Overview

Federal News Lounges (FNLs) are communal reading pavilions designed to provide equitable access to the Weekly Gazette. Established in 2634 alongside the Gazette’s first issues, FNLs ensure that information reaches citizens without the resource burden of private distribution.

Situated in the Residential Rings of each settlement in the Habitual Belt, FNLs offer shared seating, copies of the Gazette, and a communal environment for reading and discussion. Due to climate and political conditions, there are no FNLs on the Dark Side in Firetown; here, the Gazette is delivered by subscription.

History

FNLs were created under the Independent Press Act of 2634 as part of the Communard reforms to make information a public good. The Federal Council mandated their construction in all major settlements of the Habitual Belt.

New Kourou, as the largest settlement, became the only city with two lounges — each seating 100 and holding 100 copies of the Weekly Gazette — located at NW Residential Ring Road and SE Residential Ring Road. Hope and Morningstar each host one lounge of standard size (50 seats, 50 copies).

The FNLs quickly became central venues for both information access and community debate, reinforcing the Confederation’s ideals of transparency and shared culture.

Architectural Significance

  • Construction Materials: Mycelium composite (“Mycel-blocks”), chosen for sustainability and insulation.
  • Floors: 1
  • Design Purpose: Energy-efficient communal reading pavilions, accessible to all citizens.

FNLs are small domed structures (~40 m²) with organic, earthen textures. Rounded roofs with skylights minimize the need for artificial lighting. Entrances are simple archways marked with the Federal News emblem.

Building Structure

  • Main Hall: Central wooden table surrounded by chairs (20 seats standard; 100 in New Kourou).
  • Copy Slots: Built-in holders for current and back issues of the Weekly Gazette.
  • Accessibility Features: Wheelchair-friendly layouts, tactile floor markers, and Braille editions.

Look and Feel

Inside, the lounges are quiet, communal spaces bathed in filtered daylight through skylights. Earthen-textured walls and wooden furniture create a modest but warm atmosphere. Copies of the Weekly Gazette line the central table, where citizens gather to read, debate, or reflect.

Roles and Responsibilities

FNLs are operated by the Federal News Agency:

  • FNA Clerk (per Lounge): Oversees daily operation, restocks copies, and ensures orderly use.
  • Courier (visiting): Delivers new issues from the Federal Courier Service.

Public Access, Operating Hours and Rhythm

  • Public Access: Free and open to all citizens; no Allotment Card required.
  • Operating Hours: Dawn–Dusk (Habitual Belt light cycle).
  • Operational Rhythm:
    • Morning: Couriers deliver new issues.
    • Daytime: Citizens read current and back issues; debates or informal discussions may arise.
    • Evening: Lounges close; unreturned copies secured by clerks.

Security Measures

  • Deputy Patrols: Routine checks by local deputies of the Federal Sheriff.
  • Analog Alert System: Small siren unit links to the local Sheriff’s Office.
  • Durability: Mycel-block walls fire- and moisture-resistant, reducing sabotage risks.

Player Interaction Possibilities

Legal (Common Interactions)

  • Read the latest Weekly Gazette and review past issues.
  • Meet fellow citizens for debates, discussions, or rumor exchanges.
  • Deliver Gazette bundles as a Federal Courier Service employee.

Illegal

  • Smuggle or replace official issues with falsified copies.
  • Stage protests or distribute banned leaflets.
  • Deface issues with graffiti or coded counter-messages.

Tactical Advice for Dungeon Masters

  • The Altered Gazette: PCs discover that a stack of issues in one lounge has been tampered with — who planted the changes?
  • The Midnight Debate: A heated political argument between Communards and Individualists spirals into unrest; players must intervene.
