From mid-2626 through 2631, Morningstar’s Local Community Center anchored the civic life of the exohuman settlement — housing the elected Contact Person’s office, civil-registry archives, and the two-week referendum hall. A fortified sub-basement vault contains the Morningstar Local GAIA Hub, a Tier-B node delivering local planning, crisis modeling, and permit services with the help of the AI GAIA.

After the Peace Treaty and the founding of the Federal Confederation in 2632, it became the Mayor’s Office of Morningstar.

• Rogue on the Run – A notorious murderer, recently escaped from the Guarding Troopers Headquarters in New Kourou, arrives at Morningstar's Community Center under a false identity to register as a new citizen. The vigilant clerk, having been briefed on the fugitive’s profile, attempts to summon a Guarding Bot in secret — but the murderer spots the call and grabs the clerk hostage. Mounting a stolen Hoo, he gallops into the surrounding Atrana Mountains. The PCs are hired to track the fugitive through furrowed fields, negotiate the clerk’s release, and bring the criminal to justice before he vanishes …
