EXOHUMAN SETTLEMENT & HOUSING IN THE GAMMA AGE

Overview

The Gamma Age marks a dramatic shift in ExoHuman settlement and housing, moving from private land ownership and free-market housing in the Beta Age to a centrally planned, communitized system under the control of the Federal Confederation. Following the Great War (2629–2631) and the signing of the Peace Treaty (2631), all private land ownership was abolished, and ExoHumans were restricted to living in four designated reservations:

Even within these settlements, movement between them is heavily restricted and requires work assignments authorized by the GAIA system.

Historical context

In the year 2625, in the Beta Age, prior to the Great War between the human Volunteer Army of Man and the Alliance of Native Tribes, humans proceeded with the settlement of planet VOI 700 D according to what is known as the Human Settlement Plan (HSP). This meant that after the landing of the spaceship Last Frontier, each adult settler who pledged to become a farmer for at least ten years (and to produce food for the society against payment) received 65 hectares of land as property as well as the necessary technological machines brought by the people in the spaceship. .The only requirements for obtaining the land (besides the committemnt to work as a farmer for 10 years) were that the settlers could prove in an exam the necessary agricultural knowledge to run a farm.

Where the 65 hectares were located was determined in an official allocation procedure, in an order determined by drawing lots. Each settler whose turn it was could mark his piece of land on a map of the planet.

Settlers who did not want to become farmers, were instead given increased seed money under the Human Settlement Plan to help them establish a new existence on the new planet. At the same time, in 2625, construction began on the community of New Kourou. Many citizens settled here, founded their own businesses or started working for entrepreneurs or the authorities as employees.

This quickly gave rise to a lively settlement culture characterized by personal responsibility and basic free-market values.Unfortunately, this settlement culture collided quite quickly with the living habits of the Native Tribes, who clearly outnumbered the Humans. From the tribes' point of view, the people claimed land that did not belong to them at all. On the other hand, their buildings and industries upset the balance of the planet's nature, which was sacred to the Natives. This quite quickly led to a growing number of local disputes, resulting in the Great War between the Native Tribes and the human settlers.

The war lasted from June 17 2629 to April 8 2632 and ended with the defeat of the human army (Volunteer Army of Man). Following the war, the Native Tribes and the humans signed a Peace Treaty that prohibited the humans from continuing to claim and use uncontrolled land. Instead humans were only allowed to live in the designated reservations New Kourou, Firetown, Hope and Morningstar. All land outside of those zones had to be abandoned by humans.

This created a difficult situation: because now some farmers continued to have land (because it was located within des boundaries of the designated reservations) and others did not. For this reason, the first democratically elected postwar government in the Federal Confederacy of Man decided that all land ownership would be communitized. The decision was followed by the creation of the Federal Housing Agency, which then began to centrally control the distribution of housing accommodations.
