EXOHUMAN SETTLEMENT & HOUSING IN THE BETA AGE
Overview
During the Beta Age, the settlement of VOI 700 D was characterized by individual autonomy, private land ownership, and a free-market-driven housing system. The Human Settlement Plan (HSP), established in 2625, outlined the foundation of ExoHuman colonization, allowing settlers to claim land and build homes freely. This system provided personal incentives for development but ultimately contributed to the tensions with the Natives Tribes of VOI 700 D that led to the Great War.
Unlike the Gamma Age, where ExoHumans are strictly confined to New Kourou, Firetown, Hope, and Morningstar, Beta Age settlers were free to establish homesteads and settlements wherever they desired. However, this unrestricted expansion eventually clashed with Native interests, leading to escalating disputes over land use.
The Human Settlement Plan (HSP)
The Human Settlement Plan (HSP) governed early ExoHuman land distribution:
- Every adult settler could claim 65 hectares of land if they committed to farming for at least ten years.
- Only those who passed an agricultural skills test were eligible.
- Non-farming settlers received increased startup capital instead, enabling them to launch businesses or find employment.
The Settler’s Council decided to limit farmland allocation to the Asari Region, ensuring settlers stayed relatively close together for law enforcement and security reasons. Farming was deemed impossible in the Ralar Region (Dark Side) and the Desert Side, making the Asari Region the only viable agricultural zone.
Land assignments were conducted by lottery, with settlers selecting their plots based on detailed maps of VOI 700 D. The first ExoHuman settlement, New Kourou, was established simultaneously, quickly becoming the administrative and economic hub of the colony. While settlers were technically free to live anywhere, most chose to remain in the Asari Region, where farmland, trade opportunities, and infrastructure were most accessible.
Housing & Settlement Culture in the Beta Age
The settlement culture was shaped by personal responsibility and market-driven development. This included:
- Private Homeownership: Individuals built and owned their homes, which could be sold, expanded, or repurposed.
- Architectural Diversity: Houses varied widely
- Business & Industry: Private enterprises flourished, leading to the rise of specialized trading posts, factories, and service hubs.
Resource Scarcity & Construction Limitations
While settlers had complete freedom in designing their homes, resource scarcity following the crash landing of the Last Frontier placed strict limitations on construction methods:
- New Kourou settlers had access to salvaged spaceship materials repurposing hull fragments, bulkheads, and wiring for buildings.
- Settlers in remote areas relied on natural materials, such as stone and wood, due to the lack of industrial infrastructure.
- Energy constraints made it impossible to develop high-tech housing solutions. Instead, settlers built simple but functional homes.
However, the ExoHuman concept of private land ownership directly opposed Native traditions, which saw land as a shared spiritual entity rather than a commodity. As industrial zones and large-scale farming expanded, tensions with Native Tribes escalated.
The Impact of the Great War on Housing
The Great War (2629–2632) resulted in catastrophic destruction of ExoHuman settlements.
- Rural Settlements Abandoned: Many farms, homesteads, and trading posts were either destroyed or left uninhabitable.
- Industrial & Urban Damage: New Kourou and other major hubs suffered severe structural damage.
- Loss of Land Ownership: The Peace Treaty (2631) revoked all private land ownership, forcing survivors into the newly designated ExoHuman reservations.
By the war’s end, the remaining ExoHumans were forced into a state-controlled housing system, marking the beginning of the Gamma Age’s communitized settlement structure.
Tactical Advice for Dungeon Masters
- Frontier Conflicts: Create missions where players must mediate disputes between settlers and Native Tribes before the war.
- Land Rush Events: Simulate the lottery-based land selection process, giving players a stake in early settlement expansion.
- Building & Survival Challenges: Test players' ability to construct and maintain homes under Beta Age conditions.
