FEDERAL ALLOTMENT AGENCY BUILDING

Overview

  • Location: Civic Ring, New Kourou
  • Address: SE Civic Ring Road 1
  • Surroundings: Situated among core government institutions, within sight of the Federal Council Building.

The Federal Allotment Agency (FAA) Building is the headquarters of the Federal Allotment Agency, the institution responsible for managing the Allotment Card System at the heart of the Communard economy. Established in 2633 under Supreme Councilor Aisha Patel, the FAA distributes resources across the Federal Confederation, supervises Federal Allotment Centers, and enforces economic regulations calculated by the GAIA system.

History

The FAA and its headquarters were established in 2633 as part of the Communard reforms following the Great War. With traditional currency systems abolished, the Confederation required a new central authority to oversee resource allocation.

The FAA Building was constructed from salvaged Last Frontier materials, reflecting the pragmatic approach of early Gamma Age institutions. Since then, it has overseen the annual distribution of Allotment Cards, enforced compliance with federal quotas, and managed crisis response when shortages threatened Confederation stability.

Architectural Significance

  • Construction Materials: Reinforced alloy frames and modular plating salvaged from the Last Frontier.
  • Floors: 3
  • Design Purpose: A utilitarian hub for economic administration, designed for security and bureaucratic efficiency rather than public comfort.

Its plain exterior symbolizes resilience and discipline. Inside, long corridors, barred doors, and orderly filing rooms underscore the building’s identity as the administrative nerve center of the planned economy.

Building Structure

Ground Floor

  • Resource Management Department: Coordinates with GAIA to track available resources, oversees Allotment Centers, and supervises recycling programs.
  • Compliance & Enforcement Department: Detects allotment misuse, investigates fraud, and prosecutes violations.

Second Floor

  • GAIA Integration Department: Ensures smooth GAIA calculation of citizen entitlements and integrates data into daily operations.
  • Allotment Distribution Department: Issues annual Allotment Cards and emergency vouchers; coordinates workplace delivery.

Third Floor

  • Director’s Office: Oversees strategic planning, enforcement priorities, and inter-agency coordination.

Look and Feel

The FAA Building feels austere and disciplined. Alloy walls are painted in muted greys, illuminated by harsh strip lights. Filing cabinets line the corridors, while Shellac Record archives click and hum in secure rooms, duplicating GAIA’s data for tamper-proof storage. Deputies patrol steadily, while citizens queue in silence at reception counters to resolve allotment issues or disputes. The air smells faintly of ink, paper, and recycled metal.

Roles and Responsibilities

  • FAA Director: Sets economic strategy, signs directives, and mediates with the Council and GAIA.
  • Resource Managers: Track Confederation-wide goods, recycling streams, and quotas.
  • Compliance Officers: Investigate fraud and misuse of Allotment Cards; coordinate with the Federal Sheriff.
  • GAIA Technicians: Integrate algorithmic calculations with Shellac Records as analog backups.
  • Distribution Clerks: Manage issuance of Allotment Cards and vouchers.
  • Public Service Clerks: Handle citizen complaints, disputes, and appeals.

Public Access, Operating Hours and Rhythm

  • Public Access: Reception desks open to citizens; inner floors restricted to staff and authorized deputies.
  • Operating Hours: Mon–Sat 08:00–18:00 (citizen services); internal departments run staggered shifts until 20:00.
  • Operational Rhythm:
    • Morning: Review GAIA projections; prepare Shellac Records for daily quotas; coordinate with Allotment Centers.
    • Midday: Citizen hearings, complaint handling, and voucher issuance.
    • Afternoon: Compliance audits; fraud investigations; card-printing for next-day distribution.
    • After Hours: Deputized patrols guard the archive; analog alert protocols link directly to the Federal Sheriff’s Headquarters.

Security Measures

  • Guarded Entrances: Deputies of the Federal Sheriff verify identity and control entry.
  • Floor Security: Deputies assigned per floor to secure archives and distribution offices.
  • Allotment Distribution Security: Reinforced presence during annual card issuance.
  • Secure Archives: Shellac Records stored in locked vaults, duplicating GAIA’s calculations.
  • Analog Alert System: Linked directly to the Federal Sheriff’s Headquarters.

Player Interaction Possibilities

Legal (Common Interactions at the FAA Building)

  • Get assigned to an administrative job by GAIA
  • Collect or replace Allotment Cards at reception
  • Deliver Shellac Record archives as a Federal Courier Service employee

Illegal

  • Bribe a clerk to increase quotas or conceal misuse
  • Smuggle Shellac Records out for black-market manipulation
  • Forge directives to reroute resources
  • Break into the archive to destroy or alter economic data

Tactical Advice for Dungeon Masters

The FAA Building is a crucible of tension where scarcity, fairness, and survival collide. PCs are often sent here by the Federal Sheriff to uncover manipulation or stop corruption:

  • The Quota Scandal: A Shellac Record reveals inflated quotas for a favored faction. The Sheriff orders the PCs to investigate before unrest spreads.
  • The Black-Market Trail: Evidence of stolen Allotment Cards points to an inside job. PCs must infiltrate the FAA Building to expose the culprits.
