LOCAL COMMUNITY CENTERS

Overview

Every Beta Age ExoHuman settlement featured a Local Community Center — the administrative heart and public gathering place for its residents. Established alongside the first Contact Person offices in late 2625, Community Centers housed civic records, hosted assemblies, and served as hubs for local governance, dispute resolution, and communal services. Crucially, each also contained the settlement’s Local GAIA Hub, an embedded “mini-GAIA” node providing on-site data governance, planning, and emergency modeling.

Locations: Central Core of each settlement (New Kourou, Firetown, Hope, Morningstar, Arla Town)
Primary Functions: Civil registry, public assemblies, referendum balloting, dispute mediation, Local GAIA Hub services

Functions & Services

Governance & Administration: Offices for the Contact Person and clerk; civil records, land titles, building permits.
Community Assemblies: Main hall for town meetings, emergency briefings, and quarterly Settler’s Council sessions.
Referendum Balloting: Secure ballot boxes; Guarding Troopers supervise two-week local referenda.
Dispute Resolution: Arbitration chamber; Guarding Troopers take criminal referrals.
Local GAIA Hub: Fortified vault housing the settlement’s GAIA node (see “Local GAIA Hub Integration” below).
Public Services Outpost: Bulletin boards, courier pick-up/drop-off desk, occasional federal agent kiosk.

Local GAIA Hub Integration

Settlement	Hub Name	Vault Host	Notes
———–	——————–	—————————————————	———————————————————-
New Kourou	“The Kernel”	Settler’s Council Building (central plaza)	Tier-A node; foyer doubles as Day Zero museum.
Hope	Hope GAIA Hub	Community Center sub-level (west of grain exchange)	Auxiliary wind-tower cools core vault.
Morningstar	Morningstar GAIA Hub	Community Center geothermal shaft (east ridge)	High ambient heat; sulfur vents.
Firetown	Firetown GAIA Hub	Community Center extension building	Retractable signal mast behind armored shutters.
Arla Town	Arla GAIA Micro-Hub	Community Center extension building	Tier-C node; single holo-kiosk, runs on shared half-cores.

Standard Vault Layout (Beta Age):

Foyer → Records → Council Chamber → Secure Corridor & Badge Lift → GAIA Core Vault (optical racks + QFB feed + geothermal taps) → 40 m escape shaft.

Core GAIA Functions at the Community Level:

Governance Engine: Land-lot lotteries, ration schedules, budget forecasts.
Crisis Simulation: Models fires, floods, riots; broadcasts evacuation paths.
Permit & ID Services: Issues stamped chits for water, travel, markets.
Data Court Balcony: Live dashboards for councilors.
Comms Relay: Pushes firmware patches & telemetry to the Weber Network.

'Note' ⚠️ Each hub runs on a primary Quantum Fusion Battery (plus a geothermal feed in Firetown); ~18 months autonomy if battery fails.
