FEDERAL HEALTH CARE SYSTEM (FHCS)

The Federal Health Care System (FHCS) encompasses all preventive and healthcare services provided by the Federal Confederation. It is overseen by the Federal Health Agency and is designed to ensure equitable and comprehensive healthcare for all citizens.

“The FHCS operates under Section 13 of the Civil Code. It guarantees free healthcare for all citizens, provided they comply with mandatory immunization screenings.

The system is highly centralized, with its core services concentrated at the Medical Station and the Federal Hospital in New Kourou, where Medical Bots play a key role in diagnostics, treatment, and emergency response. While the other three reservations —Firetown, Hope, and Morningstar — offer primary care and emergency services, specialized treatments and advanced medical care are exclusively available in New Kourou, requiring patient transfers when such care is needed.

History of the FHCS

The Federal Health Agency was established in 2632 during the administration of Supreme Councilor Aisha Patel from the Communards Party. The agency was tasked with developing a healthcare system that could address the severe energy and resource shortages resulting from the Great War and the subsequent Peace Treaty with the Native Tribes.

Faced with limited resources, the Communard government opted for a centralized healthcare model. This approach prioritized the concentration of advanced medical technology at a single hub — the Medical Station in New Kourou — while ensuring basic healthcare services were accessible in all reservations.

By 2636, Firetown, Hope, and Morningstar were equipped with Federal General Practitioner Practices, providing general medical care and emergency services.

Healthcare Institutions within the FHCS

The Federal Health Care System is structured around a tiered network of institutions, each with distinct responsibilities:

  • Medical Station and Federal Hospital of New Kourou – The central hub of advanced medicine in the Confederation. It combines the Medical Station (outpatient diagnostics, emergency stabilization, immunization programs) with the Federal Hospital (inpatient and specialized treatments, surgical wards, and long-term care). This is the only facility authorized to operate Medical Bots and to use full nanotechnology treatments.
  • Federal General Practitioner Practices – Established in Firetown, Hope, and Morningstar in 2636, these provide general medical services, preventive screenings, and emergency stabilization. Complex cases are transferred by the Federal Courier Service to New Kourou for advanced treatment.
  • Faculty of Medicine at Danah Wanah University – Serves as the Confederation’s academic and training institution for future doctors, nurses, and health workers. It maintains a controlled teaching hospital environment and collaborates with the Federal Pharma Manufactory for research into nanomedicine.

This tiered structure ensures that every citizen has access to basic care in their reservation while maintaining efficiency by centralizing advanced medicine and high-energy treatments in New Kourou.

Medical Bots and Their Role in the FHCS

Unlike other Service Bots, which were banned under the Peace Treaty, Medical Bots were recognized as essential for human survival and remain the only legally operational bots in the Gamma Age. However, their usage is strictly limited to the Medical Station of New Kourou.

Functions of Medical Bots

  • Advanced Diagnostics: Medical Bots scan patients using nanotech-enhanced sensors, identifying diseases and abnormalities with high precision.
  • Automated Treatment: Medical Bots administer targeted therapies, including nanomedicine-based drug delivery and automated wound care.
  • Emergency Response: Bots are programmed to stabilize critical patients and assist in high-risk medical procedures.
  • Surgical Assistance: They support human doctors in performing complex surgeries, enhancing precision and reducing human error.

Despite their critical role, Medical Bots are highly regulated, and any attempt to remove, reprogram, or repurpose them for private use is considered a severe federal crime

Nanotechnology in the FHCS

The FHCS in New Kourou leverages advanced nanotechnology to deliver cutting-edge medical care. This technology, once commonplace before the Great War, now plays a crucial role in diagnostics, treatment, and preventive health services.

Key applications include:

  • Diagnostics: Nanosensors for early detection of diseases and pathogens.
  • Targeted Drug Delivery: Nanoparticles transport medication directly to affected cells, enhancing treatment efficacy while minimizing side effects.
  • Nanosurgery: Precision surgeries performed at a cellular level.
  • Preventive Measures: Nano-based vaccines and therapies for early intervention.

Because nanotechnology requires Quantum Fusion Battery (QFB) power, its use remains restricted to New Kourou, where energy allocations prioritize medical applications.

Pharmaceutical Supply within the FHCS

All medicines used in the Federal Health Care System are exclusively produced by the Federal Pharma Manufactory (FPM) in New Kourou. Nationalized in 2632 under Communard reforms, the FPM retained Schreder Pharma’s advanced nanotech infrastructure and continues to operate under the oversight of the Federal Health Agency.

The FPM supplies three official channels only:

  • The Medical Station and Federal Hospital of New Kourou
  • The Federal General Practitioner Practices in Firetown, Hope, and Morningstar
  • The Faculty of Medicine at Danah Wanah University

No direct distribution to citizens occurs. Medicines are transported under guard by the Federal Courier Service, and any diversion or black-market dealing is considered a federal crime.

Influence of Native Medicine

The integration of Native Tribal medical practices into the FHCS reflects the growing cultural exchange following the Peace Treaty. Several traditional remedies and techniques have been adopted into citizen healthcare, including:

  • Herbal Ointments: Derived from local flora, used for pain relief and inflammation reduction.
  • Natural Medicines: Plant-based treatments for headaches, respiratory conditions, and circulatory issues.
  • Massage Rituals: Native massage therapy used for preventive care and early diagnosis.

These traditional techniques complement high-tech medical treatments, creating a holistic approach to healthcare within the Federal Confederation.
