THE FEDERAL COURIER SERVICE

Overview

The Federal Courier Service (FCS) is the unified postal, travel, and transport authority of the Federal Confederation in the Gamma Age on VOI 700 D. The FCS maintains and operates the inter-reservation Trade Route and runs standardized Federal Courier Stations in New Kourou, Firetown, Hope, and Morningstar.

The FCS is strictly centralized:

  • Passenger travel is only possible with an assignment by GAIA and verification via Allotment Card.
  • Cargo transport is restricted to federal consignments ordered through the FAA; spontaneous or private shipments do not exist.
  • Postal services are limited: each citizen may submit one letter per week and one parcel per month at the Postal Counter, with Allotment Card approval.

Through these regulations, the FCS ensures equal access, security, and strict energy/resource conservation, in line with the principles of Communardism and the Peace Treaty.

Historical Background and Context

The FCS was formalized from the Free State Courier Riders network of the Beta Age. Where riders once bid on tenders and accepted private contracts, the FCS centralized logistics under federal stewardship. Former companies and riders were integrated under FAA direction when the Federal Confederation was established.

Organization of the Federal Courier Service

The FCS is a federation-wide service with several hundred staff across its HQ and four regional stations (aggregate headcount varies by period; stations are sized to local risk and demand).

Roles and responsibilities (standardized titles):

  • Director of Federal Courier Service (DFCS): Strategic leadership of all FCS operations; reports to the Federal Allotment Agency.
  • Station Managers: Lead the four regional stations; coordinate schedules, staffing, and inter-agency liaison.
  • Clerks: Run Postal Counters and manifests; verify Allotment Cards; coordinate convoy and postal records with the FAA.
  • Federal Post Officers *(a.k.a. Post Couriers · Letter Carriers · Postal Marshals)*: Deliver approved letters/parcels to households; obtain receipt confirmations.
  • Cart Guides: Escort and operate wagons in scheduled Federal Courier Caravans along the Trade Route; never dispatched privately.
  • Express Riders: Handle urgent, sanctioned dispatches (messages and small consignments) under GAIA authorization.
  • Logisticians: Plan convoy timetables and cargo allocation in concert with GAIA and the FAA.
  • Maintenance Crew: Maintain carts, wagons, harness, and station workshops (including Hoos stabling where applicable).
  • > *Terminology note:* In Gamma Age usage, “Cart Guides” covers duties once split between “coachmen/handlers” in the Beta Age.

Waste Disposal and Recycling Management

The FCS operates a Waste Disposal & Recycling Unit (WDRU) that interfaces with the Federal Waste and Recycling System (FWRS).

  • Functions: localized collection runs from Federal Garbage Collection Centers, transport to FOWRPs and FTRPs, handling AuroraSan pick-ups, and secure movement of hazardous/technological waste. WDRU carts are distinct from Trade Route wagons.

Federal Courier Carts

Purpose-built wagons for VOI 700 D conditions (insulated compartments, rugged wheels/traction, low-energy visibility aids). See: Federal Courier Carts.

Federal Courier Caravans

Scheduled caravans connect all reservations. Composition typically includes federal goods wagons, one or more passenger wagons (for GAIA-assigned travelers), and deputy escorts. See: Federal Courier Caravans.

Uniforms (Cart Guides & Express Riders)

Layered, weather-adaptive workwear standardized across the Confederation; Express Rider kit is lighter for mobility. See station articles for visual/setting cues; optional gear includes LumiLight and whistle.

Service Rules (Gamma Age) — Federation-wide Standards

- Passenger travel: GAIA-assigned only; Allotment Card required; inspections mandatory in gender-specific rooms. - Cargo transport: Only federal consignments ordered by GAIA via the FAA; supervised loading/unloading by clerks. - Postal services: 1 letter/week, 1 parcel/month per citizen; Allotment Card approval at station Postal Counter. - Community notices: Civic information only (Mayor, Federal Sheriff, Federal Council; warnings; missing persons).
