THE FEDERAL SHERIFF

The Federal Sheriff, as the law enforcement authority in the exohuman legal system , has a responsibility to protect and uphold the laws of the Federal Confederation.

In addition to the Headquarter of the Federal Sheriff at the Civic Ring in New Kourou, there is a police station in each community where a so called Local Sheriffs – represents the law on the ground.

Under the Civil Code, the Federal Sheriff and the Deputies or Guards he hires are the only ones legally carrying high tech weapons from the spaceship.

The Federal Sheriff gets elected every two years in December by the citizens, parallel to the elections of the Federal Council. While the Federal Court, the Federal Attorney and the Federal Sheriff collaborate in the pursuit of justice, they also maintain their independent roles and functions. This separation of powers ensures checks and balances within the legal system, promoting fairness, impartiality, and the protection of individual rights.

• Patrol Department: Responsible for general law enforcement duties including patrolling communities, enforcing laws, and responding to emergencies.
• Investigative Unit: Specialized in solving crimes that require intensive investigation, such as homicides, sexual assaults, and robberies.
• Legal and Compliance Office: To liaise with the Federal Court and Federal Attorney and ensure that all operations are carried out within the legal framework.
• Data and Records Management: Maintains all criminal records, reports, and statistical data for GAIA`s analysis and policy development.
• Federal Bureau of Internal Security (FBIS): The covert intelligence division of the Federal Sheriff’s Office, responsible for counterintelligence, internal security, and the surveillance of high-risk individuals and groups. This department operates in secrecy, gathering intelligence on threats to the Confederation, infiltrating criminal organizations, and ensuring that political stability is maintained.

The Federal Sheriff serves as the overarching law enforcement authority within the Federal Confederation, holding jurisdiction across all ExoHuman settlements. While Local Sheriffs maintain law and order within their respective settlements, they do so under the framework established by the Federal Sheriff and the laws of the Confederation. Both the Federal Sheriff and Local Sheriffs are elected positions:

• The Federal Sheriff is elected every two years by all citizens of the Federal Confederation, ensuring a broad mandate that spans all settlements.
• The Local Sheriffs are elected by the residents of their specific settlements, reflecting local priorities and concerns.

Uniquely, the Federal Sheriff is also automatically the Local Sheriff of New Kourou, a distinction that highlights the New Kourou’s role as the capital and administrative heart of the Federal Confederation.

The Federal Sheriff holds superior authority and can intervene in local matters under specific circumstances, including:

• Violation of Federal Laws: If a Local Sheriff fails to enforce or actively disregards federal legislation.
• Escalation to Federal Jurisdiction: When a local issue impacts multiple settlements or threatens the Federal Confederation's stability.
• Directive from Federal Council: The Federal Sheriff can act upon requests from the Council, particularly in politically sensitive cases.

However, Local Sheriffs retain significant autonomy within their jurisdictions, particularly in settlements like Firetown, where political dynamics may differ from federal priorities. This autonomy often results in tension between the federal and local levels, particularly when political affiliations, such as Firetown’s Individualist leadership, conflict with the federal government's Communard policies.

The delineation of duties between the Federal Sheriff and Local Sheriffs ensures that local needs are addressed without compromising overarching federal laws and policies:

Federal Sheriff:

• Jurisdiction: Nationwide, encompassing all ExoHuman settlements.
• Major Investigations: Handles serious crimes, such as political offenses, organized crime, and inter-settlement criminal activity.
• Oversight: Monitors Local Sheriffs and ensures their actions comply with federal laws.
• Coordination: Facilitates cooperation between settlements, especially in cases requiring inter-settlement collaboration.
• Enforcement of Federal Laws: Ensures laws, such as the Peace Treaty provisions, are upheld universally.

Local Sheriffs:

• Jurisdiction: Limited to their specific settlements.
• Community Policing: Addresses routine security issues like thefts, disputes, and minor disturbances.
• Local Investigations: Conducts investigations of low-level crimes and incidents.
• Public Safety: Manages order during events and emergencies within the settlement.
• Cooperation with Federal Sheriff: Required to assist federal investigations when directed.

The Uniforms of the Federal Sheriff, Local Sheriffs, and Deputies are tailored to their respective environments, whether in the temperate Habitual Belt or the harsh Dark Side. Each uniform reflects the demands of its setting, with distinct variations in materials, design, and functionality.

The Federal Sheriff's Deputies assigned to the Federal Courier Service (FCS) play a vital role in ensuring the safety of caravans and courier stations:

• Caravan Security: Deputies escort caravans between settlements, protecting goods, passengers, and personnel from threats such as bandit attacks or wildlife. Four Deputies accompany each caravan, rotating shifts to ensure constant vigilance.
• Courier Station Protection: Deputies stationed at courier hubs safeguard stored goods, enforce laws, and manage security at high-traffic locations like New Kourou, Firetown, and Hope.
• Incident Response: Deputies address theft, smuggling, and disputes involving the FCS, working closely with station managers and coachmen to maintain order.
• Coordination: Deputies liaise with the Federal Sheriff's Office to report incidents, ensure compliance with federal laws, and support inter-settlement investigations when necessary.

The Federal Confederation employs 275 active Deputies, distributed across settlements and specialized roles, including assignments to the Federal Courier Service (FCS) and the Federal Prison in Firetown:

New Kourou (100 Deputies):

• Manages urban law enforcement, major investigations, and federal operations.
• 10 Deputies assigned to protect the Federal Courier Station and caravans.

Firetown (120 Deputies):

• Focused on high-risk security, addressing black-market activity, and managing the Federal Prison.
• 10 Deputies protect the Federal Courier Station and caravans.
• 45 Deputies assigned to the Federal Prison for inmate security, transport, and monitoring.

Hope (40 Deputies):

• Maintains safety in this mid-sized settlement.
• 4 Deputies assigned to the Federal Courier Station and caravans.

Morningstar (15 Deputies):

• Ensures public order in this low-risk area.
• 2 Deputies support Federal Courier Service operations.

Federal Prison in Firetown:

• Total Assigned Deputies: 45 Deputies secure the prison, manage inmate transport, and oversee day-to-day safety. The prison's critical role in housing high-risk individuals necessitates a dedicated and vigilant force under federal jurisdiction.

Federal Courier Service Deputies:

• Total Assigned Deputies: 26
• Deputies safeguard courier stations, escort caravans, and respond to incidents along trade routes, ensuring secure transport and maintaining logistical integrity across reservations.

• 2632: In the first election after the signing of the peace treaty, nonpartisan candidate Evander Rosenberg was elected Federal Sheriff with 80 percent of the vote.

• 2634: The second election was also clearly won by the non-partisan candidate Evander Rosenberg. He won 85 percent of the vote. Tragically, however, Evander Rosenberg was shot and killed in the line of duty in 2035. His first deputy, Mandla Friedberg then took over for him on an interim basis until the next election.

• 2636: In the first election since the death of Evander Rosenberg, Mandla Friedberg ran as candidate of the Communard Party against Juri Hansen of the Individualist Party. Since Mandla had Honga roots, the election mobilized many voters – including those in the political camp of the Communards – who were opposed to a “representative of the occupying power” being given an important official position in the Federal Confederation. For this reason, the first round ended in a tie. For this reason, a second round of voting had to be held. This second election was narrowly won by Mandla Friedberg with 52 percent of the vote and strong support from Aisha Patel's government (also from the Communards party).
