FEDERAL HOUSING AGENCY

Overview

The Federal Housing Agency (FHA) is the institution responsible for managing all aspects of ExoHuman housing under the system of Communardism. With private property abolished after the Great War, the FHA allocates housing based on GAIA’s calculations, ensures maintenance of the federal housing stock, and oversees construction projects for new sustainable units.

Each year, GAIA issues housing assignments in line with the Annual Plan. These are delivered as paper slips by the Federal Courier Service’s Postal Division. Citizens cannot negotiate assignments but may file contradictions under strict conditions (e.g., medical or family exceptions).

History

Founding (2632)

The FHA was established in 2632, as part of Aisha Patel’s Communard reforms. It centralized all housing functions under federal control, replacing the free-market housing model of the Beta Age.

The Federal Settlement Plan

Under the Federal Settlement Plan, GAIA calculates resource-efficient housing allocations to ensure the Confederation’s compliance with Peace Treaty energy restrictions. Minimum standards were defined: 30 m² per adult, 20 m² per child, and 100 m² for a family of four.

Gamma Age Role

Throughout the Gamma Age, the FHA remains the central authority for housing assignments, real estate management, and construction planning. It also manages contradictions and appeals, though these rarely succeed against GAIA’s Annual Plan.
