SETTLER’S COUNCIL BUILDING & LOCAL COMMUNITY CENTER NEW KOUROU
Overview
- Location: Central Core of New Kourou, Inner Ring
- Address: North-South Street 1
- Surroundings: Positioned in what would later become Unity Park, the building was originally flanked by improvised administrative structures and a community assembly ground.
Constructed in the chaotic aftermath of Day Zero, this hybrid facility served three interlocking roles from October 3 2625 until the Peace Treaty surrender on April 16 2631:
- Settler’s Council: The Free State of Settlers' supreme legislative & judicial chamber where five elected Councilors drafted, debated and adjudicated all Colony-wide laws a.
- Local Community Center: Offices for the annually elected Contact Person and clerks — managing civil records, convening public assemblies, and running two-week referenda to feed “prioritized proposals” into Council agendas.
- “The Kernel” GAIA Hub (Sub-Basement): A Tier-A Local GAIA Hub powered by a Quantum Fusion Battery, driving planning, permitting, crisis simulations, and secure data services for New Kourou.
After the Peace Treaty and the creation of the Federal Confederation in 2632, the Settler’s Council was re-chartered as the Federal Council and the Community Center offices evolved into the Mayor’s Office of New Kourou.

Sunlight slants through streaked viewport glass, illuminating motes of dust over scuffed flooring and the occasional flash of ink on voting ballots.
