BUILDING OF THE LAND ALLOCATION OFFICE OF THE FREE STATE

Overview

The Land Allocation Office of the Free State of Settlers was responsible for managing the distribution of land and property claims across VOI 700 D. It played a foundational role in shaping ExoHuman settlement patterns, economic development, and agricultural expansion during the Beta Age. From this modest administrative building in New Kourou, settlers registered farms, businesses, and homes—often marking the beginning of their independent life on the planet.

Architectural Significance

  • Construction Material: Salvaged wall panels, table modules, and filing systems from the Last Frontier.
  • Floors: 2
  • Design Purpose: Built for high-traffic processing and bureaucratic clarity, featuring wide counters and public assembly space.

The design was simple and functional, reflecting the egalitarian ethos of the Free State and the urgency of orderly expansion into the planet's wilderness.

Building Structure

Ground Floor:

  • Application Counters: Two counters where settlers submitted applications for land or property registration
  • Public Lottery Hall: Space used for weekly land lotteries, including maps, territory boards, and drawing devices.
  • Waiting Area: Equipped with benches, hydration stations, and communal boards for announcements and land availability.

Second Floor:

  • Land Records Archive: Physical and digital records of all issued land claims, updated regularly and accessible by appointment.
  • Agricultural Testing Center: Room where settlers took the mandatory skills test to qualify for farmland rights.
  • Registrar’s Office: Headquarters for the lead registrar and senior staff managing approvals and policy.

Look and Feel

The Land Allocation Office feels simultaneously tense and hopeful. Inside, the atmosphere is buzzing with a blend of frontier ambition and bureaucratic fatigue. Walls made of salvaged ship panels give the building a cold, metallic echo, softened only by hand-drawn maps and pinned notices. The scent of old paper and sweat lingers in the air. Conversations rise and fall in the waiting area — ranging from quiet dreams of a new farmstead to bitter disputes over contested borders.

In the first two years of the Beta Age, the building was consistently crowded as land claims surged. As more settlers eventually secured their plots, the daily foot traffic diminished, leading to a calmer, more orderly environment. On lottery days, however, the space still brims with life as newly discovered territories draw crowds of hopeful claimants.

Roles and Responsibilities

  • Chief Registrar (1): Oversees all land distribution activities and supervises the administrative process
  • Lottery Coordinator (1): Organizes and manages weekly land allocation eventsLand Clerks (4): Handle public inquiries, application reviews, and deed issuance
  • Cartographer (1): Updates and maintains detailed land maps of the Asari Region
  • Agricultural Examiner (1): Conducts practical and theoretical skills tests for farmland eligibility
  • Records Manager (1): Maintains the physical and digital archive of land ownership records
  • Interns and Volunteers (2–3): Assist with public events, filings, and operational overflow during peak hours

Public Access, Operating Hours and Operational Rhythm

  • Public Access: The building was open to all adult settlers. Lottery days (every third Thursday) were public events. The archive could be accessed by appointment only.
  • Operating Hours: Monday to Friday, 9 am – 5 pm. Lotteries took place at 5 pm on designated Thursdays. On those days, the building remained open until 8 pm.
  • Operational Rhythm:Staff operated in two shifts – a morning shift from 7:30 am to 2:30 pm and an afternoon shift from 12 pm to 7 pm, with some overlap to cover peak periods. Early arrivals prepped counters and documents, while closing duties included final record archiving and internal security checks.

Security Measures

While the Land Allocation Office was not a high-security institution, it employed practical safety measures to ensure order during its often crowded and emotionally charged proceedings:

  • Guarding Trooper Presence During Lotteries: Two armed Guarding Troopers were assigned to oversee the weekly public lotteries, ensuring fair conduct and preventing disputes from escalating.
  • Routine Patrols: During regular business hours, Guarding Troopers conducted frequent patrols through the Civic Ring and checked in with the office staff.
  • Unofficial Civilian Armament: Although not formally regulated, most adult settlers — including some staff members — were known to carry hunting rifles or makeshift DIY weapons for personal safety, a common cultural norm in the Free State of Settlers.
  • Apply for land or property
  • Submit a request to review land ownership records
  • Help NPCs prepare for or pass the agricultural skills test
  • Act as mediators in disputes between settlers over territory
  • Attend or observe public lotteries
  • Legally challenge a land allocation result

Illegal Interactions:

  • Forge or falsify land claim documents
  • Steal or alter entries in the Land Records Archive
  • Bribe a clerk to rig lottery results
  • Sabotage rival settlers’ applications
  • Break into the building at night to plant or steal documents
  • Incite a riot during a controversial lottery outcome

Tactical Advice for Dungeon Masters
