FEDERAL ALLOTMENT CENTER OF MORNINGSTAR

Overview

  • Location: Public Services Ring, Morningstar
  • Address: NE Sustainability Avenue 3

Managed by the Federal Allotment Agency, the Federal Allotment Center (FAC) of Morningstar serves as the central hub for distributing essential goods to the settlement's 3,000 residents.

Citizens are assigned specific days and times to visit weekly, ensuring orderly and efficient distribution without excessive queuing.

History

The FAC of Morningstar was inaugurated on March 5, 2634, as part of the Federal Confederation’s efforts to expand the allotment system. Introduced under Supreme Councilor Aisha Patel’s Communard government, the system ensures equitable access to resources across all reservations. Morningstar’s FAC was specifically tailored to serve the timber-producing community's unique needs.

Architectural Significance

  • Construction Material: The FAC is constructed using timber and stone sourced locally from Morningstar’s forests and quarries, showcasing the settlement’s reliance on its natural surroundings.

Design Features:

  • Windows and Insulation: Large, wooden-framed windows allow natural light to flood the facility during the never-ending day of the Habitual Belt. Insulated walls ensure warmth in the cooler mountain climate.
  • Lighting: The bioluminescent fungi Luminofera Dualis provide sustainable and warm lighting.
  • Vertical Gardens: Adorning the exterior, these gardens not only symbolize growth and renewal but also contribute to the building’s sustainable ethos.

Building Structure

Exterior:

  • Security Checkpoint: A Deputy of the Local Sheriff monitors entry, verifying citizens’ Allotment Cards before granting access.
  • Warehouse (Non-Public): A two-story structure at the back of the facility stores goods. A manually operated freight elevator facilitates vertical movement of supplies.

Interior Layout | Ground Floor:

  • Reception and Information Desk: A point for inquiries about distribution keys, allotment updates, and administrative support.
  • Public Facilities: Includes restrooms and washbasins for public use.
  • Grocery Section: Distributes weekly food baskets with counters supported by a waiting area.
  • Furniture Section: Offers basic furnishings and has a separate exit for transporting heavy items.

Interior Layout | Second Floor:

  • Household Items Section: Provides cleaning supplies and household goods.
  • Clothing Section: Distributes the Standard Clothing Set tailored for life in the Habitual Belt.
  • Miscellaneous Goods Section: Offers tools, specialized furniture, and other items based on distribution keys.
  • Office of the Center Manager: Administrative hub for managing FAC operations.
  • Staff Facilities: Includes a break room and storage lockers for employees.

Employees and Work Organization

The FAC of Morningstar operates with a dedicated team of eight employees, with additional security provided by federal agencies:

  • Center Manager (1): Oversees operations and serves as the emergency contact.
  • Center Receptionist (1): Manages the reception area and assists citizens with inquiries.
  • Distributors (3): Responsible for distributing food and goods to citizens.
  • Warehouse Staff (2): Handles goods storage and movement.
  • Utility Staff (1): Maintains the facility and ensures cleanliness.
  • Security: A Deputy of the Local Sheriff ensures entry compliance and security.

Goods are restocked regularly by the Federal Courier Service, ensuring uninterrupted supply to Morningstar’s citizens.

Security Measures

  • Restricted Access: Entry is permitted only to citizens with valid Allotment Cards.
  • Analog Alert System: The facility is equipped with an Analog Siren System to notify the Local Sheriff’s Office of any security threats or emergencies.
  • On-Site Security: A Deputy of the Local Sheriff monitors daily operations and maintains order.
