FEDERAL ALLOTMENT CENTERS OF NEW KOUROU
Overview
* **Locations:**
* **FAC 1:** SE Public Services Ring Road 3
* **FAC 2:** SW Public Services Ring Road 3
* **FAC 3:** NW Public Services Ring Road 3
* **FAC 4:** NE Public Services Ring Road 4
* **Surroundings:** Integrated into the Public Services Ring of New Kourou, serving the settlement’s districts in equal share

The four Federal Allotment Centers (FACs) of New Kourou are managed by the Federal Allotment Agency and distribute essential goods to the settlement's citizens via Allotment Cards. Each center can serve up to 4,000 residents. Together, they ensure equitable resource allocation for New Kourou’s population under the communal system of Communardism. Citizens are assigned weekly slots by GAIA, preventing overcrowding and ensuring efficiency.

Architectural Significance
* **Construction Materials:** Mycelium blocks, marking a shift to sustainable, eco-friendly building practices. Alongside the Federal Council Building, the four FACs are the only mycelium structures in the city, making them visual symbols of permanence and progress.
* **Roof Design:** Distinctive leaf-shaped roofs symbolize nourishment, shelter, and the ethos of Communardism.
* **Vertical Gardens:** Each facade incorporates productive gardens of fruits and vegetables, reinforcing ideals of sustainability and self-reliance.
* **Landmark Character:** In contrast to New Kourou’s patchwork salvage architecture, the FACs stand as architectural beacons of stability and an envisioned ExoHuman future.

Look and Feel
The four FACs project permanence and order: smooth mycelium walls with climbing greenery, leaf-shaped roofs catching daylight, and queues moving quietly under the watch of Deputies. Their clean, modern look contrasts sharply with New Kourou’s improvised salvage buildings, giving citizens a glimpse of an ordered and lasting Confederation future.

**Illegal**

* Forge records to divert goods across multiple FACs
* Smuggle tools or clothing through side exits
* Use vertical gardens as cover for contraband

Tactical Advice for Dungeon Masters
* **Courier Delay:** Stock for one FAC arrives late, forcing redistribution across others; players mediate or fetch emergency goods
* **Fraud Network:** Duplicate Allotment Card entries suggest coordinated fraud spanning multiple centers
* **Garden Blight:** Vertical gardens show signs of rot or sabotage; investigate before public unrest escalates
