THE SETTLER’S COUNCIL

Overview

The Settler’s Council was the highest legislative and judicial institution of the Free State of Settlers in the Beta Age (03 Oct 2625–16 Apr 2631). It drafted laws by referendum, served as a court of last appeal for Criminal and Civil Code violations, and directed the Guarding Troopers to enforce its rulings. The Council’s headquarters stood in New Kourou.

Democratic Formation

  • Composition: Five elected councillors, serving two-year terms.
  • Eligibility: Any adult citizen could stand for election.
  • First Election: December 2625.

Councillors were chosen by direct popular vote; proposals for new laws originated from citizen ballots posted at the headquarters mailbox and ratified by household referenda.

Powers & Duties

  • Legislation: Transformed prioritized citizen proposals into bills; passed laws by majority and published them for enforcement.
  • Judicial Authority: Acted as the supreme court — hearing appeals from local Guarding Trooper stations, conducting trials for major offences, and issuing final sentences (exile, penal labor, restitution, or, in extreme cases, execution).
  • Enforcement: Instructed Guarding Troopers to carry out arrests, confiscations, and punishments; maintained a central Register of Judgments.
  • Referenda Oversight: Organized and tallied quarterly referenda on new proposals; ensured all laws reflected the settlers’ will.

Operational Procedures

Originally modeled on the Last Frontier’s digital “Shipwide Net,” the Council adapted:

  • Proposal Submission (Weeks 1–6): Citizens deposited legislative suggestions at the headquarters mailbox.
  • Review & Publication (Weeks 7–8): Councilors vetted submissions and distributed printed ballots to every household.
  • Referendum (Weeks 9–10): Households returned “yes/no” votes; proposals winning a simple majority advanced to draft bills.
  • Council Deliberation (Weeks 11–12): Councillors debated and finalized legislation or scheduled judicial sessions for appeal cases.

In judicial matters, appellants petitioned the Council; hearings were public, evidence presented by Guarding Trooper investigators, and judgments recorded in the Register.

Potential Adventure Hook - The Fisherpoint Hostage Crisis

  • Three settler families involved in the disputed construction of Fisherpoint have been taken hostage by the Orlanda Tribe. In a chilling message, the Orlanda demand that all settlers abandon the area immediately — or the hostages will be fed to the Kardar, a carnivorous predator lurking in the swamps. With public opinion divided and fearing escalation, the Settler’s Council holds a secret vote and decides to authorize a covert rescue mission. The players are handpicked for this sensitive operation: extract the hostages without igniting a war.
