OUTLAWS

Outlaws are a social group of Gamma Age humans on planet VOI 700 D.. Outlaws have not fixed abode as defined by the Civil Code of the people and do not engage in any professional activity assigned to them by the GAIA system. For this reason, Outlaws stand apart from the law of the Federal Confederation and are considered illegals.

Outlaws have different reasons for moving out of the system. However, the majority of outlaws exit the system for the following reasons:

  • Dissatisfaction with a job assignment through the GAIA system
  • Dissatisfaction with the tight regulatory corset of the Peace Treaty
  • Escape from a conviction

It is estimated that there are about 200 outlaws on planet VOI 700 D.

Criminal activities by Outlaws

Since outlaws - due to their position apart from the system - do not have an allocation of food, commodities, or other vital resources such as housing and energy, they usually commit criminal activities to obtain commodities. The most common criminal activities include:

  • Robberies of Federal Courier Service merchant caravans on the Trade Route
  • Illegal trafficking of stolen goods on the black market
  • Drug manufacturing and trafficking
  • Gambling
  • Robbery extortion
  • Residential burglaries

Outlaw Groups and Gangs

At the beginning of the Gamma Age, there were a growing number of loose associations of outlaws who had dropped out of the so-called “system.” These loose groupings supported each other with tips on hiding places or illegal procurements of food, consumer goods, and weapons.

Over time, two solid gangs formed from these loose groupings: A gang formed around the charismatic leader Jane Bold as well as a grassroots group calling themselves “Drop Outs.” Jane Bold's gang is clearly the larger and more powerful of the two. It has more than 170 members, while the “Drop outs” have only about 30 members.
