FEDERAL HOUSING AGENCY BUILDING

Overview

  • Location: Civic Ring, New Kourou
  • Address: SW Civic Ring Road 1
  • Surroundings: Located within the Civic Ring among other core federal institutions of the Federal Confederation.

The Federal Housing Agency (FHA) Building is the headquarters of the Federal Housing Agency, the authority responsible for the allocation, management, and maintenance of communal housing under the economic model of Communardism. In a society where private property no longer exists, the FHA ensures that housing is distributed equitably, maintained sustainably, and aligned with GAIA’s calculations for the Annual Plan.

History

The FHA and its building were established in 2632 during the Communard reforms under Supreme Councilor Aisha Patel.

In the Beta Age, housing had been managed locally by settlement councils. Post-Great War, resource shortages and the Peace Treaty led to a fully centralized housing model. The FHA Building was constructed from salvaged Last Frontier components and became the administrative core of housing policy, replacing local registries with a single Confederation-wide authority.

Architectural Significance

  • Construction Materials: Alloy plating and modular partitions salvaged from the Last Frontier.
  • Floors: 3
  • Design Purpose: Designed as a utilitarian hub for bureaucratic oversight and citizen-facing housing services.

Its exterior is plain and symmetrical, emphasizing order. Inside, narrow corridors lead to rows of filing rooms and Shellac Record archives. Every detail of the building reflects pragmatism and resource-conscious design.

Building Structure

Ground Floor

  • Reception & Citizen Services: Handles citizen inquiries, waiting lists, and relocation requests.
  • Housing Allocation Office: Coordinates with GAIA to assign citizens to housing units.

Second Floor

  • Director’s Office: Oversees strategy, allocation policy, and inter-agency cooperation.
  • Real Estate Management Department: Supervises inspections, maintenance schedules, and lease-equivalent registries.

Third Floor

  • Design & Construction Department: Plans sustainable new housing projects based on GAIA forecasts.
  • Administrative Offices: Handles HR, procurement, and inter-agency agreements.

Look and Feel

The building feels austere and bureaucratic. Grey alloy walls are lit by overhead strip lights, while the smell of recycled paper and ink hangs in the air. Filing cabinets and Shellac Record archives hum quietly. The reception hall is functional but impersonal, with long queues of citizens waiting for allocation hearings. Deputies of the Federal Sheriff patrol steadily, underscoring the seriousness of the institution.

Roles and Responsibilities

  • FHA Director: Sets housing policy, mediates with the Federal Council, the Federal Allotment Agency and oversees operations.
  • Housing Allocators: Match citizens to housing based on GAIA’s calculations and family size.
  • Real Estate Managers: Monitor settlement housing stock, schedule maintenance, and manage repair crews.
  • Construction Planners: Draft and oversee housing projects, ensuring resource efficiency.
  • Citizen Service Clerks: Handle applications, complaints, and appeals.
  • GAIA Technicians: Ensure integration of GAIA calculations with Shellac Record backups.

Public Access, Operating Hours and Rhythm

  • Public Access: Reception desks open for citizens; upper floors restricted to staff.
  • Operating Hours: Mon–Sat 08:00–18:00 for citizen services; administrative work continues until 20:00.
  • Operational Rhythm:
    • Morning: Review GAIA housing forecasts; issue Shellac Records for allocation decisions.
    • Midday: Citizen hearings on housing disputes and waiting list reviews.
    • Afternoon: Maintenance scheduling, construction planning, and data archiving.
    • After Hours: Deputies secure archives; GAIA synchronizations stored on Shellac Records.

Security Measures

Player Interaction Possibilities

Legal (Common Interactions at the FHA Building)

  • Get assigned to new housing or request relocation.
  • File complaints about housing conditions.
  • Deliver Shellac Records as a Federal Courier Service employee.

Illegal

  • Bribe a clerk to gain access to better housing.
  • Forge Shellac Records to manipulate allocation data.
  • Break into archives to destroy or steal property records.
  • Smuggle construction permits or blueprints for black-market use.

Tactical Advice for Dungeon Masters

The FHA Building represents the tension between scarcity and fairness. PCs may be ordered here by the Federal Sheriff when housing disputes or corruption threaten stability:

  • The Vanishing Records: Entire blocks disappear from the Shellac Record archive, suggesting tampering. PCs must investigate whether this was sabotage or systemic fraud.
  • The Housing Riot: Citizens protest allocation delays, and the Sheriff sends the PCs to restore order before unrest spreads.
