FEDERAL CANTEEN SYSTEM (FCS)
Overview
The Federal Canteen System (FCS) is a network of communal dining facilities established in each ExoHuman reservation within the Federal Confederation. Its primary objective is to ensure that citizens without access to workplace cafeterias receive nutritious meals in line with the principles of Communardism, where food is considered a communal rather than a private concern.
Meals at FCS facilities are provided through the Allotment Card system, ensuring equitable access to food. The system is overseen by the Federal Allotment Agency, and food is sourced from the Federal Food Plant, where pre-cooked canned meals are prepared and distributed.
Under the Civil Code, Section 7: Nutrition and Food, the Federal Confederation governs food allocation as follows:
- Food Designation: The Federal Council defines permissible food annually through the Annual Plan. Any food outside this plan is illegal.
- Food Allocation: GAIA calculates food distribution to citizens based on the Annual Plan, represented through Allotment Cards.
- Distribution Mechanism: Food is distributed exclusively through designated centers such as Federal Canteens and workplace cafeterias.
- Private Cooking Restrictions: Private cooking is prohibited, deemed a resource-wasting luxury. Centralized meal preparation reduces resource consumption and aligns with sustainability goals.
To complement the FCS, large institutions such as the Federal Copper Plant in Firetown, the Federal Courier Station, and the Federal Personal Care Plant in New Kourou, as well as the New Kourou High School, are mandated to operate cafeterias for their staff and students. However, many smaller organizations lack such facilities, making the Federal Canteen System essential for citizens without workplace meal access.
Roles and Staffing
Each Federal Canteen employs a streamlined team to maintain efficient operations:
- Facility Manager (1): Oversees operations, staff coordination, and liaison with the Federal Allotment Agency and Federal Food Plant.
- Counter Staff (4): Manage meal issuance and ensure proper Allotment Card use.
- Food Preparators (3): Heat pre-cooked meals and prepare them for distribution.
- Sanitation Crew (4): Maintain cleanliness, sanitize dining areas after each meal slot, and ensure a hygienic environment.
- Administrative Staff (1): Track food supply, manage Allotment Card transactions, and handle clerical responsibilities.
Staffing by Location:
- New Kourou and Firetown: Employ 12 personnel each.
- Morningstar and Hope: Smaller facilities operate with 9 employees each due to reduced capacity and demand.
Food Distribution and Dining Model
The Federal Canteens employ a time-efficient food distribution model to accommodate high diner turnover:
Capacity:
- New Kourou & Firetown: 300 individuals per dining slot.
- Morningstar & Hope: 200 individuals per dining slot.
Dining Process:
- Patrons present their Allotment Card at the counter to receive their meal and a glass of water.
- Patrons proceed to available dining spots equipped with timers set for 15 minutes.
- At the end of the timer, diners vacate the table for the next group, ensuring smooth transitions between meal slots.
Food plan of the Federal Canteens
The culinary team responsible for producing the canned food for the canteens at the Federal Food Plant primarily produces three dishes:
- Bilax Root and Rizon Barley Stew: A hearty stew of rizon barley and tender bilax root pieces. Seasoned with Qular herbs and Tanish seeds, which imparts a smoky aroma.
- Helik Oats Porridge with Tandora Fruit Syrup: A creamy porridge made with Helik Oats, topped with a syrup made with Tandora fruit. Seasoned with a pinch of Virel Spice, which adds a citrus note and completes the dish.
- Mirel Leaf Curry with Zanix Pepper: A medium spicy curry made with mirel leaves and flavored with ground zanix peppers. Served with Zelor cereal, which adds texture and richness to the dish.
In addition to that, the culinary team also produces the following “cold dishes”:
- Mirel Salad: A cold salad of mirel leaves, tanish seeds and finely diced zanix peppers, all in a virel spice vinaigrette.
- Zelor cereal and mirel leaf soup: a cold soup, similar to a gazpacho, made from zelor cereal and mirel leaves, flavored with qular herbs.
- Zelor muesli with nulberries: A muesli made with Zelor cereal flakes, nulberries, Tanish seeds and Tanish seeds milk. A dash of Tandora fruit syrup could provide additional sweetness.
