FEDERAL ADMINISTRATIVE SERVICE BUILDING

Overview

  • Location: Civic Ring, New Kourou
  • Address: SW Civic Ring Road 3
  • Surroundings: Situated among core government agencies of the Federal Confederation, close to the Federal Council Building.

The Federal Administrative Service (FAS) Building serves as the headquarters of the Federal Administrative Service, the agency responsible for managing the administrative lifecycle of every citizen — from birth registration to funerals. The FAS maintains and updates citizen data in collaboration with the GAIA system, while duplicating critical records on Shellac Records for secure storage. It also officiates major life events such as weddings and funerals, reflecting both cultural traditions and the resource-conscious constraints of the Gamma Age.

History

Constructed in 2632 using salvaged Last Frontier materials, the FAS Building was established alongside the central institutions of the new Confederation. It symbolized the shift from survival administration of the Beta Age to a fully structured bureaucracy. Over time, the FAS became one of the most visible agencies in everyday life, overseeing ceremonies, identity records, and cross-agency data exchange.

Architectural Significance

  • Construction Materials: Repurposed hull plating and modular partitions from the Last Frontier.
  • Floors: 3
  • Design Purpose: A hybrid structure — equal parts bureaucratic office and ceremonial hall — designed to handle high citizen throughput while preserving solemnity for life events.

The exterior is plain but carries a sense of dignity. Inside, narrow corridors and functional offices contrast with the small but carefully maintained ceremonial hall, where modest decorations bring formality to weddings and funerals.

Building Structure

Ground Floor

  • Citizen Services Desk: Registers births, marriages, and deaths; handles requests for official records.
  • Data Processing Office: Updates citizen datasets in GAIA; prepares Shellac Record backups for archiving and inter-agency delivery.

Second Floor

  • Events Hall: A modest chamber for wedding ceremonies with limited seating.
  • Federal Mortician’s Office: Coordinates funerals, ensuring traditions are respected while complying with Peace Treaty resource limits.

Third Floor

  • Administrative Offices: Executive offices and clerical departments that manage the FAS’s daily operations.
  • Training & Meeting Rooms: Used for staff development and inter-agency workshops.

Look and Feel

Muted alloy walls, whitewashed partitions, and dim strip lighting create a sober atmosphere. Filing cabinets stand alongside Shellac Record players humming quietly in the background. The Events Hall is minimally adorned — simple banners, alloy benches, and recycled timber podiums. The air smells faintly of paper, ink, and disinfectant. A subdued, respectful tone pervades the building: efficient bureaucracy in the offices, solemnity in the ceremonial spaces.

Roles and Responsibilities

  • Agency Director: Oversees strategy, ensures coordination with GAIA and other federal agencies.
  • Data Clerks: Maintain citizen records, issue documentation, and duplicate GAIA datasets on Shellac Records.
  • Event Officers: Conduct marriage ceremonies and maintain records of unions.
  • Federal Mortician: Organizes funerals and end-of-life services.
  • Administrative Staff: Manage human resources, procurement, and day-to-day office operations.
  • Security Liaison (Deputy): Coordinates with the Federal Sheriff to secure data and events.

Public Access, Operating Hours and Rhythm

  • Public Access: Reception and ceremonial spaces are open to citizens; administrative offices restricted to staff.
  • Operating Hours: Mon–Sat 08:00–18:00 (public services and ceremonies).
  • Operational Rhythm:
    • Morning: Citizen registrations, birth/death certificates, GAIA data updates, Shellac Record duplication.
    • Midday: Weddings, funerals, and public hearings; courier dispatch of Shellac Records to other agencies.
    • Afternoon: Administrative reviews, inter-agency coordination, preparation of next-day ceremonies.
    • After Hours: Deputies secure the archives; emergency alerts escalated via the analog siren system.

Security Measures

  • Entry Checkpoints: Deputies of the Federal Sheriff control citizen entry and attendance at ceremonies.
  • Data Protection: GAIA’s data safeguards, reinforced by Shellac Record archiving, protect against tampering.
  • Secure Archives: Shellac Records stored in locked vaults.
  • Analog Alert System: Analog Siren System linked to the Federal Sheriff’s Headquarters.

Player Interaction Possibilities

Legal (Common Interactions at the FAS Building)

  • Get assigned to an administrative job by GAIA
  • Request official certificates or copies of Shellac Record entries (marriage, death, or birth already registered elsewhere)
  • Deliver Shellac Record documentation as a Federal Courier Service employee

Illegal

  • Bribe a clerk to alter family records or erase data
  • Smuggle Shellac Records to falsify lineage or identity
  • Forge documentation for unlawful marriages, deaths, or identities
  • Break into the archive to destroy or manipulate personal data

Tactical Advice for Dungeon Masters

The FAS Building intertwines bureaucracy with the most personal aspects of life. PCs are often sent here by the Federal Sheriff to protect or uncover the truth hidden in citizen records:

  • The Vanished Identity: A Shellac Record of a deceased citizen is erased, suggesting foul play. PCs must uncover who altered the files — and why.
  • The Ceremony Under Threat: A high-profile wedding is targeted by saboteurs seeking to disrupt political alliances. PCs are assigned to secure the event.
