FEDERAL FOOD PLANT (FFP)
Overview
The Federal Food Plant (FFP) is the Confederation-wide agriculture and nutrition authority of the Federal Confederation in the Gamma Age on VOI 700 D. It plans cultivation, supervises processing, and orchestrates distribution of vegetarian rations and meals for all ExoHumans in line with the Peace Treaty.

 * **Headquarters:** Headquarters of the Federal Food Plant, E Southern Crossroad 2, Hope
 * **Oversight:** Federal Allotment Agency (FAA); assignments coordinated by GAIA
 * **Jurisdiction/Scope:** All reservations (New Kourou, Firetown, Hope, Morningstar); cultivation, processing, and ration distribution
 * **Output (Census 2635):** 6 000 t grain from 1 000 ha

**Access & Centralization (Gamma Age):**
 * Household cooking is prohibited under the Civil Code; meals and staples are produced centrally.
 * Weekly rations are issued via Federal Allotment Centers; midday meals via Federal Canteens only.
 * All services require valid Allotment Card approval; substitutions by medical or FAA exemption.

Historical Background and Context
Founded in 2632 under the administration of Supreme Councilor Aisha Patel following post-war reforms, the FFP nationalized the farmland of the Free State of Settlers in the Hope Region and absorbed private producers into a single federal system. Former farmers were offered employment under FFP supervision.
In the Beta Age, large portions of fieldwork relied on Agricultural Bots, Manual Labor Bots and Seed Drones. In the Gamma Age, all field labor is performed by exohumans, with low-energy methods and Peace-Treaty quotas.

**Program milestones**
 * **2634 — The Hope System:** GAIA-developed rotation and water/soil regimen for the Habitual Belt (constant light, no seasons), establishing sustainable cycles and corridor-compliant field logistics.
 * **Integration with the Allotment System:** Primary supplier to Weekly Food Baskets (WFBs), aligning output to persona-specific nutrition targets.

Organization & Governance
A centralized service with staff across HQ, field districts, and processing facilities. Headcount varies by season and risk profile.

**Roles and Responsibilities (standardized titles)**
 * **Director of FFP:** Strategic leadership; signs seasonal plans; reports to FAA.
 * **Regional/Field Managers:** Implement rotations; manage permits and corridor compliance.
 * **Agronomists & Nutrition Planners:** Plan Lunor/Zelor/Rizon/Helik grains and Tandora/Mirel/Bilax/Nulberry produce; design WFB composition.
 * **Quality Assurance Inspectors:** Soil/water/crop assays; flour/meal pulls; recall bulletins.
 * **Logistics Coordinators & Clerks:** Route planning with FCS; manifests; Allotment Card validations.
 * **Maintenance & Garden Stewards:** Upkeep of archives, lamp circuits, cisterns, and training plots.

 - Pick up approved rations at FACs; take meals at canteens per Allotment Card.
 - Participate in sanctioned audits or rotation surveys.
**Illegal:**
 - Forge corridor permits or swap lot labels (e.g., Zelor ↔︎ Lunor).
 - Divert specialty Bilax runs; tamper with WFB composition sheets.
 - Alter QA moisture tins or sample jars to evade recalls.

Tactical Advice for Dungeon Masters
 * **Adventure Hook — The Headless Fieldhand:** At dawn, workers find a decapitated agricultural body in a Lunor plot beyond Hope’s town fields. No Allotment Card is present; QA swabs and the Sheriff’s lab report no registry DNA match. No crews report a missing worker. The Federal Sheriff deputizes the party to investigate …
