MAYOR’S COUNCIL BUILDING
Overview
 * **Location:** Civic Ring, New Kourou
 * **Address:** SE Civic Ring Road 3
 * **Surroundings:** Adjacent to the Office of the Mayor of New Kourou, symbolizing New Kourou’s role as the political heart of the Federal Confederation

The Mayor’s Council Building is the seat of the Mayor’s Council, where the mayors of New Kourou, Firetown, Hope, and Morningstar meet quarterly. Established in 2634 under Aisha Patel, the Council provides a democratic platform for inter-settlement governance, ensuring that each reservation’s voice contributes to Confederation policy.

Architectural Significance
 * **Construction Materials:** Salvaged components of the Last Frontier, including alloy panels and containers
 * **Floors:** Three-storey assembly hall with attached administrative wing
 * **Design Purpose:** Provisional, functional architecture symbolizing resourcefulness under treaty restrictions
 * **Contrast:** Unlike the Federal Council Building, which uses sustainable mycelium blocks, the Mayor’s Council remains a salvage-built structure — a reminder of the settlers’ reliance on limited materials

Building Structure
**Ground Floor**
 * **Reception & Security Checkpoint:** All entrants pass through deputy-controlled access
 * **Public Gallery:** Citizens may observe Council sessions from here
 * **Administrative Wing:** Offices for clerks and staff managing records, petitions, and logistics

**Second Floor**
 * **Council Chamber:** Circular chamber with equal seating for all four mayors, emphasizing equality and transparency
 * **Presidential Office:** Rotating office used by the presiding mayor of the current quarter

**Third Floor**
 * **Meeting Rooms:** For inter-settlement delegations and confidential negotiations
 * **Clerical Offices:** Workspace for Council support staff handling research, communication, and archives

Look and Feel
The building reflects improvisation and resilience: metallic bulkheads, patched floors, and alloy beams reassembled from starship parts. The Council Chamber, however, radiates symbolic unity — four equal seats in a circular hall, sunlight filtering through reinforced view panels, and salvaged insignias of the Last Frontier on display.
