Background
Hanata Ito arrived on VOI 700 D as a pioneering settler and quickly recognized the demand for timber in the nascent colony. In September 2625 — months before Morningstar’s formal founding — he secured exclusive logging rights via the Trade Guild of New Kourou and established Fogwood Sawmill Inc., exercising a de facto monopoly until 2630. Under his leadership, the mill processed vast hardwood stands, fueling settlement construction but provoking protests and skirmishes with the nomadic Honga Tribe over deforestation.

Recognizing the value of downstream integration, Ito encouraged his former sawmill foreman, Jaque Hussaini, to establish a carpentry business in 2626. Hanata provided financial backing and retained a 49 percent stake in Hussaini Carpentry Inc., helping to extend Fogwood’s monetization chain into value-added wood products.

After the Peace Treaty and creation of the Federal Confederation in 2632, all private wood production was nationalized into the Federal Wood Plant. Hanata’s bid to become its first director was rejected — his Beta Age “timber imperialism” deemed too destructive — so he relocated to Firetown and helped found the Individualist Party, where he champions private enterprise and local autonomy.

Motivations and Goals
Beta Age Motivations:
Hanata’s driving ambition was to secure Morningstar’s rapid growth by monopolizing timber resources. He believed unfettered private enterprise was the key to settlement survival and prosperity, lobbying the Trade Guild and Fortifying Fogwood’s logging rights. His goals included expanding harvest quotas and establishing Fogwood as the region’s indispensable industrial backbone.

Gamma Age Motivations:
After nationalization and relocation to Firetown, Hanata shifted focus to politics. As an Individualist Party leader, he now pushes for legislation restoring limited private resource rights, reducing federal oversight, and securing local autonomy. His long-term aim is to balance entrepreneurial freedom with negotiated indigenous protections — redeeming his legacy from the Beta Age’s “timber imperialism.”
Legacy
Though controversial, Hanata Ito’s early gamble on Fogwood Sawmill accelerated Morningstar’s growth and set precedents in resource management. His later political career in Firetown cemented the Individualist Party’s platform of local autonomy and entrepreneurial rights, influencing Gamma Age settlement policies.

Tactical Advice for Dungeon Masters
Hanata can serve as:

 * **A Political Patron:** Commissioning PCs to lobby council members, gather signatures, or sabotage rival factions’ proposals.
 * **An Industrial Antagonist:** Opposed by environmentalist NPCs (e.g., Honga emissaries or Communard organizers), creating tension and moral quandaries.
 * **A Quest Giver:** Seeking covert agents to secure woodlands permits, recover stolen logs, or break a blockade by competing state‐run enterprises.

Use Hanata to introduce debates over freedom versus regulation, resource exploitation versus conservation, and the costs of rapid frontier development.
