FEDERAL WEAPONS MANUFACTORY (FWM)
Overview
* **Location:** Industrial Ring, Morningstar
* **Address:** NE Industrial Ring Road 1
* **Surroundings:** Adjacent to the Federal Lumi Manufactory
The Federal Weapons Manufactory (FWM) equips authorized agencies and limited civilian roles with regulated defensive tools under the Federal Allotment Agency and the terms of the Peace Treaty. Founded in 2632 by resolution of Aisha Patel, it continues the regulated craft tradition that began at the Forge of Atrana in the Beta Age — now focused on restraint, durability, and sustainability rather than mass armament.

Architectural Significance
* **Construction Materials:** Timber post-and-beam over Atrana mountain-stone plinth (granite/gneiss); mycelium-brick infill; forge hearths lined with refractory fireclay brick.
* **Floors:** 1 main production level with a small mezzanine for offices and ledgers.
* **Design Aesthetic:** Secure, cleanable work bays; “hot” metal shop isolated from “quiet” assembly and test rooms; clear sight lines from a central foreman’s gallery.
* **Lighting (No Electric High-Bays):** Sawtooth clerestories and light wells tuned for ambient twilight; after-hours, hooded oil lamps and baseboard Luminofera dualis runs; task mirrors at benches.
* **Ventilation (Passive):** Stack chimneys over forges, wind scoops along roofs, baffled doors; no powered HVAC.
* **Energy Use (Low-Draw):** Forge heat via district biogas/charcoal; foot-treadle and hand-crank tools; low-power test jigs charged by bench dynamos; analog gauges.

Building Structure
* **Receiving & Stores:** Crate scale, alloy/wood stock racks, string and resin cupboard; seal-stamp desk.
* **Metal Shop (Hot Bay):** Char/biogas forges, anvils, swage blocks; temper quench; baton collars and crossbow limb fittings.
* **Wood & Laminate Shop:** Stocks, grips, and laminated limbs; glue press, drawknives, rasp benches.
* **String & Bolt Bench:** Fiber twisting, serving jigs; bolt shafts, heads, and fletching.
* **Electro Bench (Stun Units):** Hand-wound coils, capacitor cartridges, ceramic housings; safety cradle and charge dynamos.
* **Assembly & Proof Room:** Fit-up of FGCs, batons, and stun units; armorer’s vises; mechanical cycle testers.
* **Indoor Test Lane:** Short backstop with sand trap and witness boards; spark-gap rig for stun verification.
* **QA Gallery:** Serial scribing, tolerance checks, endurance logs; countersign ledger.
* **Armory Vault:** Finished goods, critical parts; dual-key custody; issuance hatch.
* **Mezzanine Offices:** Manager’s desk, rosters, procurement ledgers; small break nook.
* **Restrooms:** AuroraSan stalls (staff & visitors), wash-basins.
* **Yard & Loading:** Covered wagon bay; crate bench; chain-of-custody table.

Look and Feel
Hammer ring from the hot bay, the rasp of wood in the laminate shop, and soft clicks from coil winders in the electro bench. Clerestory light washes the floor; after-hours, steady Lumi bands pick out vises, stamps, and ledgers. Everything is numbered, scribed, and countersigned — tools live in shadow boards, serials bite into steel, and the armory hatch opens only when both keys turn.

Products & Distribution
**For Federal Law Enforcement**
* **Federal Gun Crossbow (FGC):** Compact, quiet crossbow with laminated limbs and serialized receiver; bolt kits.
* **Federal Baton:** Tempered alloy core with safe-grip sleeve; restraint-first design.
* **Federal Stun Gun:** Low-draw capacitor cartridge; hand-crank bench charging; ceramic safety housing.

**For Civilian Use (licensed under the Civil Code; allotment-card issuance only)**
* **Stun Guns (limited):** Authorized to select loggers, field workers, and designated keepers (e.g., the Halfway Inn landlady) for predator defense.

Distribution occurs via the Armory Vault to Federal Sheriff and Local Sheriff offices; licensed civilian issues are logged against Allotment Cards.

* **Deputy Patrols:** Scheduled Industrial Ring passes; incident logbook countersigned daily.

Player Interaction Possibilities (Legal and Illegal)
**Legal interactions:**
* Receive a GAIA assignment as armorer’s aide, laminate tech, coil winder, QA runner, or armory clerk.
* Deliver sealed crates to Sheriff depots or swap refurbished units for field returns.
* Observe (by permit) a proof session from the catwalk and log serials.

**Illegal interactions:**
* Forge allotment paperwork; swap crate route labels to misdirect a shipment.
* Lift a capacitor cartridge or seal stamp; tamper with proof tickets.
* Sabotage limb laminates or coil wind counts to cause field failures.

Tactical Advice for Dungeon Masters
* **Adventure Hook — The Missing Serial:** An armory audit finds one FGC serial unaccounted for. Minutes later, a deputy collapses from a non-lethal stun hit outside the gate, and a crate seal shows a perfect counterfeit. The Sheriff suspects the Jane Mendoza Gang has an inside man. Deputized off the books, the PCs must trace duplicate stamps, follow swapped route labels through the Industrial Ring, and intercept the “ghost” crossbow before it fuels a larger heist—or worse, a revenge killing disguised as restraint.
