FEDERAL TEXTILE RECYCLING PLANT (NEW KOUROU)
Overview
* **Location:** Industrial Ring, New Kourou
* **Address:** SW Industrial Ring Road 3
* **Surroundings:** Adjacent to the Federal Garbage Collection Center of New Kourou.

The Federal Textile Recycling Plant (FTRP) is the Confederation’s central textile-recovery hub, operated under the Federal Allotment Agency in the Gamma Age. Within the Federal Waste & Recycling System (FWRS), it receives worn garments and production offcuts from all settlements, prioritizing recovery of scarce Hekana fibers and legacy suit textiles from the Last Frontier. Outputs are routed by the Federal Courier Service (FCS) under GAIA tasking to the Federal Garment Manufactory and allied worksites. Public drop-off is not available; inflow is via FGCC consignments and federal workshops.

Architectural Significance
* **Construction Materials:** Last Frontier alloys, cargo-truss ribs, and ship-deck floor plates; timber in-fills where salvage ran short.
* **Floors:** 2 (ground process hall + mezzanine/second-floor galleries).
* **Design Aesthetic:** Industrial salvage — wide-span bays, line-shaft galleries, gravity chutes; clear color banding by stream.
* **Lighting (Perpetual Twilight; No Electric High-Bays):** Sawtooth clerestories and prismatic light wells harvest constant skyglow; hooded oil lamps and baseboard Luminofera dualis runs provide even, low-draw illumination in deep zones and during low-sky periods.
* **Ventilation / Dust Control (Passive):** Cross-flow louvers, ridge vents, burlap dust screens; fiber traps over floor drains.
* **Energy Use (Low-Draw):** Manual, treadle, and flywheel drives on a limited biogas line-shaft for surge tasks; no powered belt conveyors; analog gauges and boards (no electric displays).

Building Structure
**Ground Floor (Process Hall & Inbound)**
* **Gate & Weighbridge:** Deputy-guarded entry; analog tickets; tare/gross logs for FCS consignments from FGCCs, sewing shops, and the Garment Manufactory.
* **Receiving & Quarantine:** Bale seal check, moisture and pest inspection, grade-tag staging.
* **Primary Sort:** Manual tables by fiber class (Hekana vs. synthetic suit textiles vs. rags); contaminant pull; repairable set-aside bins.
* **Deconstruction Bay:** Shear benches, hand guillotines, treadle shredders, fiber pickers; magnet rakes for hardware.
* **Carding & Blend Alley:** Line-shaft carders and hand cards; blend chutes for reinforcement mixes.
* **Matting & Pressing:** Lever presses for felt and insulation batts; trim capture for re-run.
* **Outbound Staging:** Palletized bales, felts, slivers, and rags queued for FCS dispatch.

**Mezzanine / Second Floor (Control & Admin)**
* **Operations Gallery:** Overlooks lines; analog throughput boards; hand-crank teletype for GAIA dispatches.
* **Quality Lab:** Tear/abrasion rigs, loft and denier checks, water-shed tests for Hekana.
* **Administrative Offices:** Plant Manager, records, and routing desk.
* **Staff Facilities:** Lockers, wash-up, break nook.
* **Restrooms (2):** Staff W.C.s with the AuroraSan System near stair cores.

**Perimeter & Yard**
* **Alloy Fence:** 3 m enclosure with covered receiving dock.
* **Stormwater & Dust Traps:** Grated channels and settling boxes; sweepings to containment bins.
* **Outbound Lanes:** Marked lanes to the Garment Manufactory and insulation depots.

Look and Feel
Patchwork, but disciplined. Riveted plates, truss ribs, and ship-deck offcuts underfoot; burlap dust screens and cargo-net guards along galleries. Oil lamps and Luminofera bands lay a steady low-draw glow across grade boards and clipboards. The soundtrack is human and mechanical — shear clack, treadle thump, flywheel hum, carder whisper — with chalk-tallies updating at each bay. FWRS pictograms and zone bands (green repairables, blue fiber recovery, yellow insulation, red rejects) keep traffic intuitive. Orderly, repeatable, energy-aware — built from second lives and run by hands.

Roles and Responsibilities
Staff (≈27)
* **Plant Manager (1):** Operations, FWRS compliance, incident command.
* **Receiving & Sort (8):** Seal checks, grade tags, fiber-class sorting, contaminant pulls.
* **Deconstruction Operators (8):** Shears, shredders, pickers, magnet rakes.
* **Quality Control (4):** Fiber tests, sliver specs, felt density checks, lot certification.
* **Maintenance (4):** Line-shaft care, tool sharpening, safety inspections.
* **Admin & Records (2):** Throughput logs, routing slips, inter-agency comms.
* **(Collateral Duties):** Safety Steward (per shift), Dust Marshal (rotating).

Public Access, Operating Hours and Operational Rhythm
* **Public Access:** Not open to the public; authorized FCS and federal workshop consignments only. Tours by appointment (off-peak).
* **Shift Schedule:**
* **06:00–14:00** — Morning shift (receiving, primary sort, first deconstruction run)
* **14:00–22:00** — Afternoon shift (blending, carding, pressing, outbound)
* **22:00–06:00** — Quiet cycle (machine service, deep clean, inventory)
* **Operating Days:** Continuous operations; dust-abatement sweeps at shift change.

Services / Operations
* **Exit Inspections:** Tool/pocket checks; random bale core sampling; tag verification on outbound pallets.
* **Analog Alert System:** Analog Siren System tied to Sheriff HQ.
* **Deputy Patrols:** Scheduled passes through the Industrial Ring; incident logbook countersigned daily.

Player Interaction Possibilities (Legal and Illegal)
**Legal interactions:**
* GAIA work assignment to sort tables, deconstruction bay, or press line during a surge week.
* Lead or attend a citizen workshop on garment repair and upcycling to reduce waste inflow.
* Transport textile bales as an employee of the Federal Courier Service.

**Illegal interactions:**
* Skim high-grade Hekana sliver or swap grade tags on outbound pallets.
* Forge routing slips to divert premium blends to a black-market tailor.
* Seed an inbound bale with contraband to bypass standard inspections.

Tactical Advice for Dungeon Masters
* **Adventure Hook — The Ghost Weave:** Premium Hekana sliver keeps vanishing between carding and outbound. The Sheriff quietly deputizes the PCs to run a covert trace: shadow the line-shaft crew, sample bale cores, and cross-check teletype dispatches against gate ledgers. Are tags being swapped, or is a counterfeit blend entering the stream? Unravel the smuggling ring before the next allotment cycle leaves workshops short.
