FEDERAL ORGANIC WASTE RECYCLING PLANT OF MORNINGSTAR
Overview
* **Location:** Industrial Ring, Morningstar
* **Address:** SE Industrial Ring Road 2
* **Surroundings:** Adjacent to the Federal Garbage Collection Center of Morningstar.

The Federal Organic Waste Recycling Plant (FOWRP) of Morningstar is a standardized state-run facility operated under the Federal Allotment Agency in the Gamma Age. As Morningstar’s organics hub within the Federal Waste & Recycling System (FWRS), it converts ExoHuman and organic waste into biogas and nutrient-rich compost for local industry and forestry. Biogas supports nodes in the Industrial Ring (with priority to the Federal Wood Plant), while compost feeds reforestation belts and agricultural plots. The Funeral Home of Morningstar also consigns sanitized "memorial soil" for certification and blending.

**Typical Morningstar Outputs (reference):**
* **Biogas:** ~**432 m³/day** (≈252 m³ organics + 180 m³ AuroraSan) ≈ 157,680 m³/year — prioritized to on-site genset and nearby industrial nodes.
* **Compost:** ~**6,750 t/year** finished product — routed via the Federal Courier Service (FCS) to managed forests and fields around Morningstar.

Architectural Significance
* **Construction Materials:** Timber post-and-beam frames (local lumber) with stone footings; tank collars, caps, and catwalk bracing from salvaged alloy.
* **Floors:** 1 (tank field + process yard) with partial mezzanine galleries over control and gas-conditioning skids.
* **Design Aesthetic:** Open-air utility—domed digesters under timber sheds, open catwalks, gravity chutes; clear lanes from intake to compost rows.
* **Lighting (Perpetual Twilight; No Electric High-Bays):** Sawtooth clerestories and prismatic light wells harvest constant skyglow; hooded oil lamps and baseboard Luminofera dualis runs provide even, low-draw illumination in deep zones and during low-sky periods.

* **Ventilation / Odor Control (Passive):** Open-wall crossflow and ridge vents; covered tank vents to charcoal/compost biofilter beds; emergency flare stack for gas overs.
* **Energy Use (Low-Draw):** Biogas-fueled genset for safety interlocks and teletype; mechanical valves/indicators (no electric screens).

Building Structure
**Process Yard & Halls**
* **Gate & Scalehouse:** Deputy-supervised entry; analog tickets; tare/gross logs for FCS organics and AuroraSan loads.
* **Intake & Pre-Sort Shed:** De-bag tables; contaminant pick; leachate channel to sumps.
* **Anaerobic Digester Field (3 tanks):** Sealed domes with gas caps, manual scum rakes, gas-lift circulation (no electric mixers).
* **Gas Conditioning Skid:** Water knockout, sand/charcoal scrubbing, moisture traps; manifold to flare and genset.
* **Genset House:** Biogas engine driving low-draw plant electrics and heat-recovery loop for digester temperature control.
* **Compost Pad & Curing Rows:** Windrows with manual turners (lever jacks), cover tarps, curing bays; finished product shed.
* **Memorial Soil Stockpile (Funeral Homes):** Covered quarantine shed for consignments; batch ledgers, assay station, blending dock for outbound forestry/ag use.
* **Leachate & Stormwater:** Sumps, reed/biofilter cells, inspection hatches.

**Control & Admin (Mezzanine Galleries)**
* **Operations Gallery:** Analog boards and batch charts; hand-crank teletype for GAIA dispatches (throughput, gas yield, compost temps).
* **Lab Nook:** pH, ammonia, solids tests; sample lockers.
* **Administrative Office:** Plant Manager desk, FWRS records locker.
* **Staff Facilities:** Locker alcove, wash-up, small break bench.
* **Restrooms (2):** Staff W.C.s with the AuroraSan System.

Look and Feel
Patchwork, but disciplined. Timber beams and dressed stone anchor salvaged-alloy collars around the digesters; catwalks tread on ship-deck offcuts; flow lanes are hand-painted with FWRS bands. The air rides a warm, earthy tang from biofilters; oil lamps and Luminofera bands lay an even, low-draw glow across gauges and clipboards. Valves thunk, rakes scrape, tarps snap — exohuman + gravity mechanics over motors. Analog thermometers, manometers, float glasses, and chalked batch boards tell the story at a glance; logs live on clipboards, not screens. Orderly, repeatable, energy-aware—industrial craft built from second lives and local timber.

Security Measures
* **Perimeter Fence:** 3 m alloy fence around yard and tank field.
* **Gate Control (Entry & Exit):** Guarded gatehouse operated by a Deputy of the Local Sheriff of Morningstar; analog ledger stamps; seal checks on consignments.
* **Restricted Access:** Digester field, gas skid, genset house, and memorial soil shed require yard badge + analog key and escorted, countersigned log entry.
* **Exit Inspections:** Tool/pocket checks post-shift; random compost/memorial-soil batch sampling; gas-meter seal verification.
* **Analog Alert System:** Analog Siren System tied to the Local Sheriff’s Office.
* **Deputy Patrols:** Scheduled passes in the Industrial Ring; incident logbook countersigned daily.

Player Interaction Possibilities (Legal and Illegal)
**Legal interactions:**
* GAIA work assignment to intake sorting, windrow crew, or flare watch during a surge week.
* Lead/attend a citizen workshop on AuroraSan contamination reduction to raise gas yields.
* Transport compost/memorial soil as an employee of the Federal Courier Service.

**Illegal interactions:**
* Tap the gas manifold to feed a black-market burner; falsify meter charts.
* Salt a compost/memorial-soil batch with contraband to bypass Sheriff inspection.
* Stage a spill to access restricted areas during drill confusion.

Tactical Advice for Dungeon Masters
* **Adventure Hook — Bloom in the Soil:** A trusted informant tells the Federal Sheriff that the Jane Mendoza Gang is piggybacking on memorial-soil consignments — bribed plant staff are dosing batches with a lab-made catalyst that boosts intoxicant herb yields downrange. The Sheriff deputizes the PCs for a covert audit: sample the quarantine shed, cross-check batch assays against teletype dispatch slips, and trace route tickets to fields showing abnormal growth. Identify the compromised operators, flip a weak link, and map the trafficking path between settlements. Shut the network before the next blended load rolls out.
