FEDERAL HOUSING AGENCY BUILDING
Overview
  * **Location:** Civic Ring, New Kourou
  * **Address:** SW Civic Ring Road 1
  * **Surroundings:** Situated within New Kourou’s Civic Ring, among other federal institutions and administrative centers.

The Federal Housing Agency Building serves as the headquarters for the Federal Housing Agency (FHA), the central body overseeing housing accommodations and real estate management within the Federal Confederation. As part of the economic model of Communardism, the FHA is tasked with maintaining and allocating housing based on communal ownership principles, rather than a free market.

Each year, GAIA calculates housing allocations, and citizens receive their assignments as paper slips delivered by the Federal Courier Service’s Postal Division. These slips inform them of their designated apartment or relocation orders. No prior discussion is possible, though citizens may file appeals under strict conditions.

History
The FHA Building was completed in 2632, following the postwar Communard reforms under Supreme Councilor Aisha Patel. It replaced the free-market housing system of the Beta Age with a centralized, planned allocation system designed to conserve resources and comply with the Peace Treaty.
Since then, the building has functioned as the administrative hub for the allocation, maintenance, and supervision of all housing in New Kourou, Firetown, Hope, and Morningstar.

Architectural Significance
  * **Construction Materials:** Salvaged plating and alloy frames from the Last Frontier.
  * **Floors:** 3
  * **Design Purpose:** A pragmatic administration center, designed to process large volumes of records, track housing inventories, and coordinate new construction.

Its plain façade reflects the Communard principle of resource conservation: functional, durable, and bureaucratic. Inside, corridors are lined with filing cabinets, Shellac Record readers, and dispatch stations for the Postal Service.

Building Structure
**Ground Floor**
  * **Reception Desk:** Handles inquiries and accepts contradiction petitions.
  * **Housing Allocation Office:** Processes GAIA’s assignments, issues Shellac Record slips for the Postal Service, and monitors waiting lists.

**Second Floor**
  * **Director’s Office:** Oversees strategy, resource use, and housing expansion plans.
  * **Real Estate Management Department:** Manages inspections, maintenance, and communal facilities.
  * **Citizen Appeals Desk:** Accepts petitions for contradictions, requiring documentation from healthcare or local authorities.

**Third Floor**
  * **Design & Construction Department:** Plans new developments, focusing on sustainable Mycel-Block and timber-based construction.
  * **Administrative Cluster:** Manages procurement, HR, and inter-agency coordination.

Look and Feel
The building’s interior is defined by rows of filing cabinets, shelves stacked with paper envelopes, and clerks stamping housing slips for courier delivery. Couriers wheel out sacks of sealed paper assignments, marked with GAIA’s approval stamp, ready for dispatch across all reservations. In the archive rooms, Shellac Records hum in the background, duplicating GAIA’s calculations and serving as tamper-proof backups for inter-agency communication — but citizens themselves only ever receive paper slips.

Roles and Responsibilities
  * **FHA Director:** Executes GAIA’s housing plans and mediates with the Federal Council.
  * **Assignment Clerks:** Issue and track Shellac Record housing slips.
  * **Maintenance Supervisors:** Oversee repair crews and inspections across all settlements.
  * **Appeals Clerks:** Process contradiction petitions, request medical/family confirmations, and forward them to GAIA.
  * **Construction Planners:** Design and oversee new housing projects.

Public Access, Operating Hours and Rhythm
  * **Public Access:** Reception open for inquiries and contradictions; all other areas restricted.
  * **Operating Hours:** Mon–Sat, 08:00–18:00. Internal staff shifts extend until 20:00.
  * **Operational Rhythm:**
    * **Morning:** GAIA’s updated housing calculations are confirmed; clerks prepare paper slips for courier dispatch; Shellac Records are logged for internal archiving
    * **Midday:** Reception handles citizen inquiries and appeals, while inter-agency meetings align housing allocations with labor assignments.
    * **Afternoon:** Appeals are processed on paper forms, which are then duplicated on Shellac Records for GAIA review; next-day courier consignments are finalized.
    * **After Hours:** On-call staff secure both paper archives and Shellac Records in locked storage; analog alerts escalate to the Sheriff if breaches occur.

Contradictions and Appeals
Although assignments are considered binding, citizens may file contradictions under strict rules:

  * Medical exceptions (verified by a Federal General Practitioner).
  * Family mismatches (e.g., GAIA assigned less space than required for the two-child policy).
  * Administrative errors (misrecorded family size, job, or status).

Appeals are lodged at the Citizen Appeals Desk but are forwarded back to GAIA. Very few result in reassignment, reinforcing GAIA’s authority over the Annual Plan.

Housing Assignment Rules
| **Category** | **Minimum Allocation** | **Notes** |
| Adult | 30 m² | |
| Child | 20 m² | |
| Family of Four | 100 m² | Aligned with the two-child policy |
| Additional Requests | By petition only | Must cite medical or family hardship |

Security Measures
  * **Entry Checkpoints:** Deputies of the Federal Sheriff verify identities.
  * **Archive Security:** Housing records and Shellac backups kept in locked vaults.
  * **Analog Alert System:** Linked to the Federal Sheriff’s HQ for emergencies.

Player Interaction Possibilities
**Legal (Common Interactions)**
  * Receive housing assignments from Postal Service delivery
  * File a contradiction petition at reception
  * Deliver housing slips as a courier

**Illegal**
  * Bribe clerks to alter assignments
  * Steal or forge Shellac Records
  * Break into archives to destroy or replace data

Tactical Advice for Dungeon Masters
The Federal Housing Agency Building is a tense environment where housing scarcity, bureaucracy, and citizen frustration collide. PCs are often sent here by the Federal Sheriff to investigate irregularities in allocation or to intervene when contradictions threaten stability:

  * **The Stolen Assignments:** A courier sack containing hundreds of paper housing slips vanishes en route to Hope. The Sheriff orders the PCs to track it down before the stolen assignments are sold on Firetown’s black market.

  * **The Contradiction Conspiracy:** A network of appeals clerks is falsifying paper petitions, redirecting apartments to favored citizens. PCs must investigate whether this is simple corruption — or part of a covert Individualist plot to undermine GAIA’s Annual Plan.
