THE FEDERAL HOSTELS AND SALOONS-SYSTEM
The Federal Hostels and Saloons (FHAS) are essential communal facilities present in each reservation of the Federal Confederation. They serve two primary purposes:

 * **Hostel Accommodation:** Providing shared lodging for travelers, especially those employed by the Federal Confederation.
 * **Saloon Services:** Acting as a cultural hub where citizens gather for socializing, entertainment, and cultural activities.

Designed with sustainability in mind, FHAS facilities meet community needs while adhering to the resource-conscious principles of the Gamma Age.

Background
The Federal Hostel and Saloon-System was initiated in 2633 under the Communard Government Administration of Supreme Councilor Aisha Patel. It was created to fulfill the requirements of the Peace Treaty, emphasizing reduced energy consumption and resource conservation. This system replaced the free-market-based pub and hotel model of the Beta Age, ensuring communal ownership and equitable access for all citizens.
Hostel Facilities
 * **Shared Rooms:** Each hostel is equipped with two shared rooms, offering 30 double beds for up to 60 travelers. The accommodations are simple yet comfortable, with sustainable materials used for beds and easy-to-maintain bedding.

 * **Dining Area:** No food service is provided. Guests staying at the hostel have access to the local Federal Canteen for their midday meal, utilizing the Allotment Card system like other residents of the Federal Confederation. Regarding breakfast and dinner, guests can consume their allocated weekly food basket items in the hostel's communal dining room. The dining room is equipped with tables, seating, and basic serving facilities but no private cooking equipment, adhering to the prohibition on private cooking as outlined in Section 7 of the Civil Code.

 * **Primary Guests:** Federal Courier Service employees, traveling with caravans, make up the majority of guests, followed by rank-and-file government employees on official assignments.

The Saloon: A Cultural Hub
The saloon is more than a drinking venue; it serves as an important cultural and social gathering point for the community.

 * **Cultural Activities:** Events include live music, readings, and cabaret performances by local amateur artists and musicians selected by GAIA. These activities foster cultural engagement and social bonding.
 * **Drink Allotments:** Citizens can use their Allotment Cards for get two daily drinks, one of which may be alcoholic. This system ensures fair access and prevents overconsumption of limited resources.
 * **Limited Stay Duration:** Each citizen is allowed a maximum of two hours per visit to ensure equitable access for all.

Exceptional Rules for Firetown: The Communardized Entertainment District
Firetown stands apart from other reservations due to its unique challenges: perpetual darkness, extreme cold, and the demanding nature of its industries, such as the Federal Copper Plant and Mine.

Recognizing these hardships, the former Mayor of Firetown, James Mc Antie, successfully advocated for retaining part of the former Beta Age Entertainment District, arguing that Firetown’s workers, often isolated during their temporary stays, require more than a single communal saloon for social and recreational needs.

As a result, three facilities from the old Entertainment District were "communardized"—a process in which ownership transitioned from private hands to communal governance under the Federal Confederation. These establishments were granted special permits to operate alongside the Federal Saloon:

 * Saloon Gloria
 * Firetown Billard (known as "Fire Bill")
 * Firetown Darts Club

These facilities provide Firetown residents with additional venues to relax and socialize after long shifts. While the same drinking rules apply—limiting citizens to two drinks per day, one of which may be alcoholic—these venues do not require advance bookings, offering more flexibility and spontaneity for Firetown’s hard-working population.

Criticism of the Federal Hostel and Saloon System
The Federal Hostel and Saloon System has drawn significant criticism from the Individualist Party, which has vowed to replace it with a free market-based system if they gain a majority in the Federal Council. Individualists argue that the current system exemplifies how "Communardism" restricts personal freedoms, turning basic activities like visiting a pub into a bureaucratic ordeal.

**Key Critiques:**

 * **Over-Administration:** Individualists believe the booking and scheduling requirements for saloon visits are excessive, making casual socializing needlessly complicated.
 * **Resource Mismanagement:** They question whether the system truly achieves resource savings, citing its administrative overhead.
 * **Cultural Monotony:** Critics claim the system suppresses individuality and creativity, reducing social spaces to dull, overly regulated environments.

**Notable Quotes from Individualist Politicians:**

 * Thabo "Tony" Forster, Mayor of Firetown: “Have you ever been to a Federal Saloon? These places are as boring as the bedroom of Aisha Patel!”
 * Jamal Johanson, Leader of the Individualist Party: “The Federal Saloon System is not about saving resources or fostering community—it’s about control. When the government decides who you can drink with and for how long, you’ve already lost your freedom.”
 * Decker Bolton, Mayor of Hope: “They say the Federal Saloons help save resources, yet each one needs an employee just to manage the absurd complexity of booking slots and checking cards. That’s not efficiency—it’s a waste of time and talent.”

Tactical Advice for Dungeon Masters
FHAS locations provide versatile opportunities for role-playing and storytelling:

 * **Social Interactions:** The saloon serves as a hub for gathering information, forging alliances, or meeting NPCs with useful knowledge.
 * **Cultural Performances:** Players can participate in or attend cultural events, influencing public opinion or uncovering hidden agendas.
 * **Accommodation Dynamics:** The hostel’s shared rooms may lead to unexpected interactions, fostering camaraderie or conflict among travelers.
 * **Investigations:** The FHAS can serve as the setting for investigations, with players tracking individuals or unraveling conspiracies amid the social and cultural bustle.
 * **Resource Management Missions:** Players might assist in optimizing hostel and saloon operations, ensuring supplies are adequate or mediating disputes among guests.
