* **Purpose:** Prevent the extraction of classified information through coercion or capture

The Federal Capsule is a discreet and potent device carried exclusively by high-ranking individuals entrusted with sensitive information vital to the Federal Confederation. Designed as a last-resort mechanism, it allows its user to terminate their life to safeguard critical secrets.

Historic Background
The origins of the Federal Capsule can be traced back to the Beta Age during the Great War. It was first utilized by members of the Anti-War Movement, a clandestine group opposing the war’s destructive course. The movement's activities, including protests and sabotage, were considered violations of the laws of the Free State of Settlers, as they were seen as undermining both the moral fabric and the defensive capabilities of the Volunteer Army of Man.

To protect their cause and their comrades, members of the Anti-War Movement carried cyanide-based capsules, which served as a grim insurance policy. These capsules allowed individuals to avoid capture and interrogation, thereby preserving the secrecy of their network and the ideals they sought to protect.

Following the war, many prominent figures of the Anti-War Movement were instrumental in founding the Party of Communards, which played a significant role in establishing the Federal Confederation. Their commitment to safeguarding collective security carried over into the new governmental structure, and the concept of the capsule was adopted as a formal measure.

Within the Federal Confederation, the capsule evolved from a symbol of resistance into an institutionalized tool of state security. The original cyanide-based design was later replaced with a more advanced formulation, using compounds like Shika derivatives, which aligned with the Confederation's principles of resource efficiency and adaptability. Its inclusion as a measure for secret-keepers underscores the enduring influence of the Anti-War Movement on the Confederation's policies and its readiness to protect classified information at all costs.
Design and Ingredients
 * **Size and Appearance:** The capsule is compact, resembling a small, polished cylinder no larger than a human thumb. It is constructed from lightweight but durable materials, ensuring its portability and resistance to damage.

 * **Active Compound:** The capsule contains a highly concentrated dose of a modified Shika compound. Unlike its psychoactive recreational counterpart, this formulation is engineered to cause rapid neural shutdown and systemic failure within seconds of ingestion, ensuring a painless and swift demise.

 * **Activation Mechanism:** The capsule features a pressure-activated seal that opens upon biting. Once opened, the compound reacts instantly with oral enzymes, ensuring its effects are immediate and irreversible.

Distribution and Use
The Federal Capsule is issued only to secret-keepers—those entrusted with knowledge deemed too sensitive to fall into enemy hands. This includes scientists, intelligence operatives, and certain high-ranking officials. The capsules are provided under strict guidelines, and their use is intended solely as a final measure when all other options have been exhausted.

 * **Ethical Implications:** The use of the Federal Capsule highlights the extreme lengths to which the Federal Confederation is willing to go to protect its information. While viewed as a necessary tool in maintaining security, its existence raises ethical concerns regarding coercion and the pressure placed on secret-keepers to carry such a device.

In-Game Mechanics
 * **Detection and Disarmament:** Players can locate the capsule with successful perception or investigation checks (DC 18). Disabling it requires sleight-of-hand or dexterity checks (DC 20) without alerting the target.

 * **Usage Effects:** If the capsule is ingested, the target immediately collapses, suffering fatal neural shutdown within one round. Revival is impossible without advanced medical intervention or specialized tech unavailable in most scenarios.

 * **Strategic Challenges:** Capturing a target alive while preventing the use of the capsule introduces high-stakes tension. Players must employ distraction, persuasion, or precise physical restraint to neutralize the threat effectively.

Tactical Advice for Dungeon Masters
**High-Stakes Scenarios:** Use the Federal Capsule to elevate tension during missions involving secret-keepers. The threat of its activation can create urgency and force players to think creatively.
 * **Moral Dilemmas:** Present players with ethical challenges—should they disable the capsule preemptively, even if it means breaching trust or violating personal boundaries?
 * **Infiltration and Espionage:** Include the capsule as an obstacle in missions where players must extract classified information from unwilling targets, emphasizing stealth and negotiation.
 * **Foreshadowing and Narrative Depth:** Reference the capsule's existence in earlier encounters or lore to build anticipation and highlight its significance in Federal Confederation security policies.
