FEDERAL BUREAU OF INTERNAL SECURITY (FBIS)
The Federal Bureau of Internal Security (FBIS) is the internal security and counterintelligence unit of the Federal Confederation, operating under the jurisdiction of the Federal Sheriff. It is responsible for monitoring internal threats, preventing sabotage, and stabilizing society by handling cases that fall outside conventional law enforcement. While the Federal Sheriff and Local Sheriffs focus on enforcing public law, the FBIS specializes in matters of national security, including black market activity, espionage, and political destabilization attempts.

Unlike intelligence agencies of the past, the FBIS is not a large-scale secret service but a small, specialized unit with about 25 active agents—some full-time, others called upon as needed. Agents are selected through GAIA’s job assignment process in accordance with the principles of Communardism, ensuring that those best suited for intelligence work are assigned to the Bureau.

While the FBIS does not operate independently, it reports directly to the Federal Sheriff and works closely with the Federal Council on cases that affect the stability of the Confederation.

History and Purpose
1. Establishment and Early Operations (2634 - 2635)
The FBIS was founded in 2634 during the second term of Federal Sheriff Evander Rosenberg in response to growing political tensions, black market expansion, and suspected acts of sabotage within the Federal Confederation. The need for a specialized unit to handle threats that traditional law enforcement could not easily address led to the formation of the FBIS.

Initially, the FBIS focused on intelligence gathering, infiltrating criminal networks in Firetown and preventing smuggling operations that violated the Peace Treaty’s resource regulations.

2. Expanded Authority After the Assassination of Evander Rosenberg (2635 - Present)
Following the assassination of Federal Sheriff Evander Rosenberg in 2635, concerns over political destabilization and increased black market influence led to an expansion of the FBIS’s role under Mandla Friedberg's administration. The Bureau became more proactive, taking a preventive approach to potential threats rather than simply reacting to crimes after they occurred.

To prevent overreach, the Federal Council imposed strict regulations on FBIS operations, ensuring that all major actions required either the approval of the Federal Sheriff or a directive from the Federal Council.
Structure and Oversight
Unlike traditional intelligence agencies, the FBIS does not function as a separate organization with its own director and departments. Instead, it operates as a specialized division within the Federal Sheriff’s Office, with all agents ultimately reporting to the Federal Sheriff.

**Key Aspects of FBIS Operations:**
 * **Small & Selective:** With only 25 active agents, the FBIS is not a large bureaucracy but rather a lean, highly trained task force.
 * **GAIA-Selected Personnel:** Agents are not freely recruited but assigned by GAIA, ensuring that only those with the right psychological and analytical capabilities are chosen.
 * **Federal Sheriff Oversight:** The Federal Sheriff directly oversees all major FBIS operations, ensuring transparency and accountability.
 * **Limited Authority:** Unlike authoritarian secret police forces of the past, the FBIS does not have unchecked power and requires approval from the Federal Council for any actions classified as “extreme interventions.”

Jurisdiction & Responsibilities
While the Federal Sheriff and Local Sheriffs handle public law enforcement, the FBIS operates in more sensitive areas, focusing on preventive security measures.

Primary Responsibilities of the FBIS:
**Surveillance & Intelligence Gathering**
 * Monitoring high-risk individuals suspected of political destabilization, espionage, or organized black market activity.
 * Tracking movements of known smugglers, saboteurs, and arms dealers in Firetown and other settlements.
 * Coordinating with GAIA for pattern recognition in illegal activity networks.

**Political Stability & Crisis Prevention**
 * Investigating attempts to undermine the Federal Confederation through subversive propaganda or inciting unrest.
 * Ensuring that Local Sheriffs uphold federal law and do not engage in corrupt practices or politically motivated enforcement.
 * Providing intelligence to the Federal Council on potential political or economic destabilization factors.

**Black Market Countermeasures**
 * Infiltrating illegal trade networks that bypass resource restrictions under the Peace Treaty.
 * Tracking down and dismantling smuggling rings moving weapons, drugs, or stolen technology.
 * Monitoring Individualist-controlled areas in Firetown, where resistance to federal regulation is strongest.

**Internal Threat Response**
 * Investigating suspected sabotage, espionage, or high-level corruption within the Federal Confederation.
 * Overseeing background checks on individuals assigned to critical infrastructure or sensitive government roles.
 * Conducting operations against radical factions threatening the Confederation’s security.

FBIS Agents & Selection Process
Unlike traditional law enforcement officers, FBIS agents are not freely recruited. Instead, they are assigned by GAIA, based on psychological profiling, skill assessment, and behavioral analysis.

**Agent Selection Criteria:**
 * Strong analytical and deductive reasoning skills.
 * High emotional resilience and ability to work under pressure.
 * Loyalty to the principles of the Federal Confederation and the Peace Treaty.
 * Experience in law enforcement, cyber analysis, or counterintelligence (preferred but not required).
 * Since agents are selected based on aptitude rather than personal ambition, the FBIS remains a professional, duty-driven organization, free from self-interested political maneuvering.
