FEDERAL ADMINISTRATIVE SERVICE
Overview
 * **Founding Date:** 2632 (under the administration of Supreme Councilor Aisha Patel)
 * **Headquarters:** Federal Administrative Service Building, SW Civic Ring Road 3, New Kourou
 * **Jurisdiction:** All reservations of the Federal Confederation (New Kourou, Firetown, Hope, and Morningstar)
 * **Oversight:** Operates under the mandate of the Civil Code in close collaboration with the GAIA system

The Federal Administrative Service (FAS) is the central bureaucratic institution of the Federal Confederation. It manages the civil lifecycle of every citizen — from birth registration and family assignments to weddings and death certification. Acting as the state’s administrative backbone, it ensures that records are accurate, shared across all federal agencies, and preserved through a dual system of GAIA datasets and Shellac Records.

History
Founded in 2632, the FAS was part of the Communard reforms to centralize citizen administration after the Great War. Its purpose was to replace the fragmented settler registries of the Beta Age with a unified system.

The FAS quickly became one of the most visible federal agencies. By consolidating marriage ceremonies into quarterly mass weddings in New Kourou, it reinforced Communard values of equality and collective identity. At the same time, funerals remained under local traditions but were officially certified through the FAS. Over time, the institution came to embody the Gamma Age balance between individual lives and collective oversight.

Core Responsibilities
 * **Citizen Data Management:** Maintain accurate datasets for every citizen in cooperation with GAIA, backed by Shellac Records as tamper-proof archives.
 * **Weddings:** Organize quarterly mass ceremonies at the FAS Building. Couples take the Oath to the Constitution (reaffirming the two-child policy), exchange wooden rings due to metal scarcity, and receive state registration.
 * **Funeral Certification:** Local funeral homes conduct the rites, but all deaths are certified and archived by the FAS to ensure GAIA datasets remain up to date.
 * **Lifecycle Oversight:** Issue certificates for births (reported by medical institutions), marriages, and deaths, and ensure their integration into federal records.
 * **Job and Education Assignments:** In coordination with the Federal Allotment Agency, the FAS communicates GAIA’s determinations of school subjects, professions, and workforce placements, ensuring that all assignments align with the Annual Plan.
 * **Inter-Agency Coordination:** Share accurate citizen data with the Federal Health Agency, Federal Housing Agency, and Federal Allotment Agency to support healthcare, housing, and resource distribution.

Legacy and Impact
 * **Centralization of Identity:** The FAS eliminated local registries, making citizen identity a fully federal matter.
 * **Symbol of Collectivity:** Its mass weddings transformed private ceremonies into public rituals of loyalty to the Confederation and its laws.
 * **Continuity of Records:** By maintaining Shellac Records alongside GAIA, the FAS provided both resilience and transparency in citizen administration.
 * **Cultural Integration:** Its recognition of diverse funeral traditions while enforcing uniform weddings symbolizes the balance between community autonomy and central authority.

Tactical Advice for Dungeon Masters
The FAS is where bureaucracy meets personal life. PCs may be ordered here by the Federal Sheriff when records or ceremonies become flashpoints for conflict:

 * **The Altered Oath:** A Shellac Record of a wedding ceremony has been tampered with, erasing the couple’s vow to the two-child policy. PCs must uncover who manipulated the file — and why.
 * **The False Death:** A citizen declared deceased appears alive. PCs must trace whether this was fraud, error, or conspiracy within the FAS archives.
