FEDERAL ADMINISTRATIVE SERVICE BUILDING
Overview
  * **Location:** Civic Ring, New Kourou
  * **Address:** SW Civic Ring Road 3
  * **Surroundings:** Situated among core government agencies of the Federal Confederation, close to the Federal Council Building.

The Federal Administrative Service (FAS) Building serves as the headquarters of the Federal Administrative Service, the agency that manages the administrative lifecycle of every citizen — from birth registration to death certification. While funerals are carried out locally in reservation funeral homes, their records are centralized here. By contrast, all weddings are centralized in the FAS Building, where couples take part in quarterly mass ceremonies. These events include an Oath to the Constitution (reaffirming the two-child policy), the exchange of wooden rings due to metal scarcity, and formal state registration recorded on Shellac Records.

The FAS works closely with the GAIA system to maintain and update citizen data while duplicating critical files onto Shellac Records for tamper-proof storage and delivery to other federal institutions. The agency embodies the ideals of bureaucratic order, collective identity, and resource-conscious governance that define the Gamma Age.

History
Constructed in 2632 using salvaged Last Frontier materials, the FAS Building was one of the first Civic Ring institutions of the new Confederation. Its creation reflected the need to shift from survival-era record keeping to a centralized bureaucracy that could manage every aspect of ExoHuman civic life. Over time, the FAS became one of the most visible federal agencies, overseeing weddings, formalizing funerals, and maintaining the official data backbone of the citizenry.

Architectural Significance
  * **Construction Materials:** Repurposed hull plating and modular partitions from the Last Frontier.
  * **Floors:** 3
  * **Design Purpose:** Hybrid of bureaucratic office and ceremonial venue — designed to process high volumes of citizens while providing solemn space for collective rituals.

The exterior is plain but conveys authority. Inside, long corridors and functional offices are balanced by the ceremonial Events Hall, where quarterly weddings mark one of the few large-scale communal celebrations of the Gamma Age.

Building Structure
**Ground Floor**
  * **Citizen Services Desk:** Handles requests for certificates, official records, and appeals.
  * **Data Processing Office:** Updates GAIA’s datasets and produces Shellac Record backups for archiving and delivery.

**Second Floor**
  * **Events Hall:** Hosts quarterly mass weddings for all couples across the Confederation. The ceremonies feature the Oath to the Constitution, exchange of wooden rings, and state registration recorded on Shellac Records. Seating is limited to immediate family, reinforcing communal identity over individual display.
  * **Federal Mortician’s Office:** Processes administrative recognition of deaths reported by local funeral homes, ensuring GAIA datasets and Shellac Records remain accurate.

**Third Floor**
  * **Administrative Offices:** Executive and clerical offices overseeing FAS operations.
  * **Training & Meeting Rooms:** Spaces for staff training and inter-agency workshops.

Look and Feel
Muted alloy walls and whitewashed partitions give the building a sober atmosphere. Filing cabinets and Shellac Record players hum steadily in background offices, underscoring the mix of analog resilience and GAIA oversight.

The Events Hall is its most striking space: one long wall lists the names of every living citizen of the Confederation, arranged alphabetically. Married couples and families are tagged with labels, visually binding them together as state-recognized units. Opposite this, another wall displays the names of the deceased, which remain posted for twelve months before being permanently removed — a ritual reminder of mortality and continuity.

The atmosphere is quiet and reverent during ceremonies, with the faint smell of ink, paper, and polished wood from the rings exchanged in quarterly weddings. Citizens queue silently at reception desks or gather solemnly for collective vows, giving the building a dual identity as both bureaucratic office and civic shrine.

Roles and Responsibilities
  * **Agency Director:** Oversees strategy, ensures coordination with GAIA and other federal agencies.
  * **Data Clerks:** Maintain citizen records, issue certificates, and duplicate GAIA datasets on Shellac Records.
  * **Event Officers:** Conduct quarterly mass wedding ceremonies and manage official registrations.
  * **Federal Mortician:** Certifies death records submitted by local funeral homes.
  * **Administrative Staff:** Handle HR, procurement, and daily operations.
  * **Security Liaison (Deputy):** Coordinates building security and sensitive-record handling with the Federal Sheriff.

Public Access, Operating Hours and Rhythm
  * **Public Access:** Reception and Events Hall accessible to citizens; upper floors restricted to staff.
  * **Operating Hours:** Mon–Sat 08:00–18:00 (public services and ceremonies).
  * **Operational Rhythm:**
    * **Morning:** Citizen record updates, certificate requests, and Shellac Record duplication.
    * **Midday:** Courier dispatch of Shellac Records to other agencies; preparation for ceremonies.
    * **Afternoon:** Quarterly mass weddings (scheduled dates); administrative reviews and inter-agency coordination.
    * **After Hours:** Deputies guard archives; emergency alerts escalated via analog siren system.

Security Measures
  * **Entry Checkpoints:** Deputies of the Federal Sheriff manage entrances, verifying citizen identity and event attendance.
  * **Data Protection:** GAIA safeguards, reinforced by Shellac Record archiving.
  * **Secure Archives:** Shellac Records stored in restricted vaults.
  * **Analog Alert System:** Analog Siren System linked to the Federal Sheriff’s Headquarters.

Player Interaction Possibilities
**Legal (Common Interactions at the FAS Building)**
  * Get assigned to an administrative job by GAIA
  * Request official certificates or copies of Shellac Record entries (births and deaths registered elsewhere, marriages recorded here)
  * Deliver Shellac Record documentation as a Federal Courier Service employee
  * Participate in or attend a quarterly wedding ceremony

**Illegal**
  * Bribe a clerk to conceal or alter Shellac Record entries (e.g., to bypass the two-child policy)
  * Smuggle Shellac Records to falsify lineage, marriage, or death status
  * Forge marriage certificates or tamper with Shellac archives
  * Break into the archive to destroy, steal, or replace personal data

Tactical Advice for Dungeon Masters
The FAS Building is where bureaucracy and personal life collide. PCs are often sent here by the Federal Sheriff when family records or mass weddings hide deeper threats:

  * **The Vanished Identity:** A Shellac Record of a deceased citizen is erased, suggesting foul play. PCs must uncover who altered the files — and why.
  * **The Ceremony Under Threat:** A quarterly wedding is targeted by saboteurs seeking to disrupt political alliances. PCs are ordered to secure the event.
