===== Historical Background and Context =====
Founded in 2632 under the administration of [[supreme_councilor|Supreme Councilor]] [[georgia_hawking|Aisha Patel]] following post-war reforms, the FFP nationalized the farmland of the [[free_state_of_settlers|Free State of Settlers]] in the Hope Region and absorbed private producers into a single federal system. Former farmers were offered employment under FFP supervision.

===== Tactical Advice for Dungeon Masters =====
-**Adventure Hook — The Headless Fieldhand (Directorate Brief):** This org-level notice mirrors the case active at [[headquarters_of_the_federal_food_plant|FFP HQ]]. A decapitated body is found in a Lunor plot; no Allotment Card, no registry DNA match, and no missing worker reports. PCs, deputized by the [[federal_sheriff|Federal Sheriff]], coordinate across FFP units: compare GAIA work orders to field gate ledgers, cross-check FCS manifests for miscounted sacks, and review QA recall logs for swapped samples. The paper trail may reveal a forged-identity laborer tied to off-ledger Zelor diversions—or a targeted murder concealed by permit fraud.
