- Surroundings: Adjacent to the Federal Garment Manufactory, the Federal Personal Care Plant is situated in proximity of the Town Wall of New Kourou.
The Federal Personal Care Plant (FPCP) is a vital facility within the Federal Allotment Agency, dedicated to producing essential personal care items for the citizens of the Federal Confederation. Operating under the principles of Communardism, the FPCP ensures that products are sustainable, equitable, and aligned with the Confederation’s resource-conservation goals.
Products
The FPCP produces three key items designed for long shelf life and minimal environmental impact. All products are biodegradable and made with locally sourced ingredients.
Dry Soap
- Monthly Output: 1 ton
- Ingredients: Sodium bicarbonate, plant-based fats, and herbal extracts sourced from Hope.
Dry Shampoo
- Monthly Output: 700 kilograms
- Ingredients: Cornstarch, essential oils, and Hope herbal extracts.
Dry Toothpaste

Citizen Entitlement and Distribution
Every citizen of the Federal Confederation is entitled to receive personal care items on a quarterly basis:
- Standard Entitlement: Every citizen receives one piece of soap and one unit of dry shampoo and one unit of toothpaste per quarter.
- Exceptions for Physical Laborers: Citizens engaged in Category A Physical Labor (e.g., construction workers, agricultural laborers, and miners) are entitled to one piece of soap and one unit of dry shampoo per month due to the nature of their work. Eligibility is determined by job classification and verified at the Federal Allotment Center.
- Reusable Packaging: Products are distributed in copper tins, which citizens must bring to the Allotment Center for refilling. This system minimizes waste and supports the Confederation’s sustainability efforts.
- Additional Entitlements: Citizens facing special circumstances, such as medical needs or relocation, may apply for expedited access to personal care items through their Federal Allotment Center.
Architectural Significance
The FPCP's building is a testament to resourcefulness, constructed using salvaged materials from the spaceship Last Frontier:
- Construction Materials: Recycled alloys and durable polymers from the Last Frontier.
Design Features:
- Energy Efficiency: Incorporates natural ventilation and advanced insulation, reducing energy consumption.
- Durability: Engineered to withstand high humidity and daily operational wear.
- Aesthetic Integration: Blends industrial functionality with the surrounding environment, reflecting the Federal Confederation’s commitment to sustainability.
Staff and Organization
The plant employs 34 staff members, divided across specialized roles to maximize efficiency.
- Plant Manager (1): Oversees operations, manages data exchange with GAIA, and ensures compliance with production standards.
- Production Supervisors (2): Monitor production lines and quality control.
- Technicians (6): Operate and maintain energy-efficient machinery.
- Production Workers (15): Handle product mixing, shaping, drying, and packaging.
- Quality Control Inspector (1): Ensures all products meet safety and quality guidelines.
- Logistics Coordinator (1): Manages shipments and coordinates with the Federal Courier Service.
- Warehouse Workers (8): Manage raw material storage and finished goods inventory.
Production Process
- 1. Raw Material Preparation:Raw materials, delivered by warehouse workers, are weighed and measured by production workers for processing.
- 2. Extraction and Mixing: Under supervision, herbal extracts and minerals are mixed using manually operated machines. The mixture is stirred at low temperatures to preserve quality.
- 3. Shaping and Drying: Soap gets pressed into molds.Dry Shampoo Toothpaste get poured into molds and dried using natural airflow or energy-efficient drying rooms.
- 4. Quality Control: Samples from each batch are inspected to ensure compliance with safety and quality standards. Approved batches proceed to packaging.
- 5. Packaging: Products are manually filled into reusable copper tins by production workers. These are prepared for transport by warehouse staff.
- 6. Shipping and Distribution: The Logistics Coordinator schedules shipments with the Federal Courier Service, ensuring timely delivery to Federal Allotment Centers.
Security Measures
To ensure operational integrity, the FPCP employs robust security protocols:
- Perimeter Fence: A 3-meter-high fence encloses the facility, deterring unauthorized access.
- Restricted Access: Key areas are accessible only to authorized personnel.
- Deputy Patrols: Regular patrols by Federal Sheriff Deputies enhance security.
- Analog Alert System: The facility is equipped with an Analog Siren System, linked to the Federal Sheriff Headquarters to ensure rapid response during emergencies.
- Exit Inspections: Employees undergo screening to prevent theft or unauthorized removal of products.
Tactical Advice for Dungeon Masters
The Federal Personal Care Plant presents opportunities for immersive gameplay:
- Production Sabotage: Players investigate disruptions caused by political factions or rogue elements.
- Supply Chain Dilemmas: Escort raw materials or finished goods through hazardous routes.
- Workplace Disputes: Resolve conflicts between workers or mediate issues between management and staff.
- Resource Shortages: Assist in acquiring alternative ingredients when raw materials are scarce.
