FEDERAL ALLOTMENT AGENCY

Overview

The Federal Allotment Agency (FAA) is the governing institution of the Allotment System, the core of the Communard economic system. Founded in 2633, the FAA manages both material resources (food, goods, energy) and exohuman resources (job assignments, education paths) across the Confederation. All allocations are calculated by the GAIA system as part of the Annual Plan, ensuring ExoHuman society operates within the restrictions of the Peace Treaty.

History

Founding (2632–2633)

In the aftermath of the Great War, currency was abolished and private property dissolved under Communard reforms. To stabilize resource scarcity and comply with the Peace Treaty, the FAA was established in 2633 as the central authority for economic allocation. The FAA Building in New Kourou became its headquarters.

Consolidation of the Allotment System

The FAA quickly expanded its role beyond food and goods distribution. By 2634, it supervised the entire Confederation’s productive industries, Allotment Centers, and waste recycling systems. GAIA’s algorithms, backed up by Shellac Records, calculated quotas, job assignments, and educational placements, ensuring every citizen’s labor and training aligned with the Annual Plan.

Gamma Age Role

Throughout the Gamma Age, the FAA remains one of the most powerful institutions of the Confederation. Its authority extends into every household and workplace, as it determines what citizens consume, where they work, and what students study. While praised for ensuring survival under treaty restrictions, critics see the FAA as a symbol of over-centralization and the loss of individual autonomy.

The FAA is not only about ration cards — it is about control over destiny. PCs may be sent here by the Federal Sheriff to investigate fraud, corruption, or unrest tied to the Annual Plan:

  • The Skewed Assignments: Citizens protest unfair job assignments traced back to falsified Shellac Records. The PCs must uncover who tampered with GAIA’s output.
  • The Quota Breach: A miscalculated quota threatens to break the Peace Treaty’s energy limits. PCs are tasked with finding whether it was sabotage or systemic failure.
