The Office of the Mayor of Morningstar is the settlement’s civic administration hub, housing the elected [[mayors|Mayor]] and their staff. The Mayor manages local governance, infrastructure, and community programs while representing Morningstar in the [[federal_council|Federal Council]] of the [[federal_confederation|Federal Confederation]].  

The Mayor also participates in the [[mayor_s_council|Mayor’s Council]], where all four Mayors of the Confederation convene quarterly; Morningstar presides in the fourth quarter (October–December).  

A distinctive feature of this office is the presence of the [[native_human_behavior_supervision|Permanent Supervisor]], a [[the_honga|Honga]] chosen to oversee compliance with the [[peace_treaty|Peace Treaty]] of 2631. The Supervisor maintains their headquarters in Morningstar, as it lies closest to the start of the Honga’s Cycle at the source of the [[arla_river|Arla River]] in the [[atrana_mountains|Atrana Mountains]]. Three Deputies support the Supervisor, though they are often away inspecting the other settlements, making the Supervisor the permanent figure of oversight in Morningstar.
