THE FEDERAL SETTLEMENT PLAN
Overview
The Federal Settlement Plan (FSP) was introduced in 2632 under the Communard Government of Supreme Councilor Aisha Patel, replacing the Human Settlement Plan (HSP). The name was deliberately chosen to omit the term "human," emphasizing the Communard philosophy that exohumans are one tribe among the diverse inhabitants of VOI 700 D.

The FSP marked a significant shift in settlement philosophy during the Gamma Age, prioritizing sustainability, minimal growth, and coexistence with Native Tribes over the expansion-driven ideals of the HSP.

Foundations of the Federal Settlement Plan
The Federal Settlement Plan is built on three foundational pillars:

 * **Usage of Sustainable Mycelium Blocks:** Mycelium blocks, derived from fungal growth, became the standard construction material across all settlements (except Firetown due to its unique climatic conditions). These blocks are lightweight, durable, and eco-friendly, aligning with the Communard emphasis on sustainable living. The Federal Council promoted their use for constructing residential, administrative, and industrial buildings, marking a departure from the salvaged spacecraft materials of earlier settlements.

 * **Waiver of Expansion or Growth:** The FSP explicitly rejects expansionism, committing instead to maintaining existing settlements and infrastructure for as long as possible. This principle aligns with the Peace Treaty’s stipulation to avoid encroaching on Native Tribal lands. The Communards believe this approach fosters harmony and efficient resource use, reducing potential conflicts with VOI 700 D’s indigenous populations.

 * **Project Solar Return:** Solar Return is a long-term initiative aimed at establishing large solar energy fields on the Desert Side of VOI 700 D. It´s goal is to generate sustainable energy, enabling settlers to power advanced technologies for medical care, IT infrastructure, and other critical needs. The project adheres to the Peace Treaty by utilizing the uninhabited Desert Side for solar fields, minimizing disruption to Native Tribes.

Criticism of the Federal Settlement Plan
Criticism of Project Solar Return
The Individualist Party has voiced strong opposition to Project Solar Return:

 * **Timeline Concerns**: Critics argue that a 10-year timeline is too slow, delaying essential technological advancements needed for human survival.
 * **Alternative Solutions:** The Individualists advocate for focusing on fossil fuels as an interim energy source, citing the original recommendations of the Human Settlement Plan. They view Solar Return as overly complex and resource-intensive for the early settlement phase.

General Criticism of the Federal Settlement Plan
 * **Resistance to Growth Limits:** The Individualists fundamentally oppose the FSP’s rejection of expansion, arguing that growth is necessary for exohuman progress and survival.
 * **Focus on Communard Ideals**: Opponents claim the plan prioritizes ideological principles over practical solutions, limiting opportunities for innovation and economic diversification.

Impact on Human Settlements
 * **New Kourou:** The transition from salvaged materials to mycelium blocks reflects the FSP’s emphasis on sustainable construction. The Federal Council building and the four Allotment Centers symbolize the Communard vision of resource-conscious development.

 * **Firetown:** The settlement continues to use volcanic stone for construction due to its harsh climate, demonstrating the FSP’s flexibility in adapting to unique conditions.

 * **Morningstar:** While its architecture remains rooted in the timber industry, future infrastructure may incorporate mycelium blocks as part of the FSP’s broader implementation.

 * **Hope:** Originally excluded from the HSP’s ring-shaped planning, Hope’s organic development aligns with the FSP’s principle of maintaining existing structures without expansion.
